At the meeting, representatives of households raised a number of recommendations and proposals related to the project site clearance work. The opinions focused on 7 contents, specifically: households requested the district to provide complete and detailed information about the Project; Some households disagree with the results of the assessment and quality inspection of the remaining old apartments in Dong Quoc Binh ward; We request the district and relevant units to provide clear information about compensation, support, and re-rental arrangements for new apartments at the HH3-HH4 Dong Quoc Binh apartment complex for households with 1 contract and currently renting 2 houses in the old apartment building.

Households request recognition and compensation for houses and land in the expanded area; Compensate 100% of architectural objects that households invest in and renovate themselves in the rented house area. Accepting opinions, leaders of Ngo Quyen District People's Committee directly informed about the Project. On February 10, 2023, the City People's Committee issued Decision No. 383/QD-UBND on approving the investment project to build technical infrastructure to serve investment projects to renovate old apartments in Dong Quoc Binh Ward, Ngo Quyen District, Hai Phong city (phase 2). Accordingly, 34 apartment buildings in Dong Quoc Binh Ward will be demolished according to the roadmap to build green flower gardens and synchronous technical infrastructure.
On May 12, 2023, Ngo Quyen District People's Committee issued Plan No. 127/KH-UBND on implementing compensation, relocation support, and resettlement arrangements for households to demolish 34 old Dong Quoc Binh apartment buildings to implement the above project. The District People's Committee held a meeting to disseminate and publicly post and announce the District People's Committee's Plan to households that had to move to demolish 34 old apartment buildings in Dong Quoc Binh to implement the Project. To date, 1,171 households have agreed to be counted, receive compensation and support, and move to new apartments. To ensure their rights, the remaining households are requested to cooperate in counting. In case, households do not cooperate with the District People's Committee to enforce mandatory counting according to the provisions of law.
Leaders of the District People's Committee also assigned specialized departments and related units to clarify the basis and legal basis for resolving households' petitions. In particular, it emphasizes the significance of project implementation as well as the purpose of relocating households from old apartment buildings to ensure people have better living conditions; We hope that households will support the city's policy and soon agree to relocate and hand over the apartments to serve the project clearance./.
