Guide, support, resolve and remove difficulties during the construction process according to authority; In case of exceeding authority, promptly propose and report to the City People's Committee. Instruct the Management Board of Hai Phong civil and infrastructure construction investment projects to urgently complete documents and procedures for acceptance of completed works according to regulations.
