(Haiphong.gov.vn) - On the morning of April 11, Vice Chairman of the City People's Committee Nguyen Duc Tho chaired a conference with the participation of leaders of departments, branches, People's Committees of districts and design consulting units, to review the route alignment and discuss steps to implement the Lao Cai - Hanoi - Hai Phong railway construction investment project through the city.
This is one of the key national transportation projects, strategic in connecting the region, socio-economic development and strengthening national defense and security.
Conference overview
The Lao Cai – Hanoi – Hai Phong railway has a total length of about 390.9km, the starting point is at the cross-border rail connection between the new Lao Cai station and He Khau Bac station (China), the ending point is at Lach Huyen wharf area, City. Hai Phong. In addition, the project also includes three branch routes with a total length of about 27.9km. In particular, the section through Hai Phong area is nearly 49km long, the main line and two branch lines are 20.57km long (from Nam Hai Phong station - Nam Do Son station and from Nam Dinh Vu technical operation station - Dinh Vu station).
According to the design, the main route is planned with a speed of 160km/h, branch routes 80km/h. The project goes through 9 provinces and cities including: Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hung Yen, Hai Duong and Hai Phong. Total preliminary investment is estimated at 203,231 billion VND (equivalent to 8,369 billion USD). When completed, the project will not only reduce pressure on existing national highways but also contribute to shortening the transport time of goods and passengers from the Northern border to Lach Huyen seaport, promoting socio-economic development in the midland, mountainous and Red River Delta regions.

At the conference, the representative of the design consulting unit presented two options for the main route through Hai Phong. Both options ensure technical requirements for slope, curvature radius, and structural safety, but there are still some problems related to the currently inconsistent location of Tan Vien Station, affecting urban planning and surrounding traffic infrastructure. Cat Hai island area: affected by salinity and complex geology, and must consider protecting fisheries and ecotourism projects. Road 356: the existing route intersects with the alignment and needs to determine an appropriate overpass - tunnel - bridge plan. The consulting unit proposes to continue to coordinate with local authorities and the Hai Phong Economic Zone Management Board to carefully review and ensure maximum impact is minimized.to people's lives, the environment and the production and business activities of enterprises.

Speaking in conclusion, Vice Chairman of the City People's Committee Nguyen Duc Tho affirmed: "The Lao Cai - Hanoi - Hai Phong railway project is a key national transport project. To ensure progress, efficiency and promptly remove obstacles in mechanisms and policies, Hai Phong city recommends that the Ministry of Construction urgently advise and submit to the Prime Minister to promulgate a Resolution to implement Resolution No. 187/2025 of the National Assembly on the topic This resolution will create a solid legal corridor, helping localities proactively implement compensation, site clearance, and investment in resettlement areas, while attracting international capital and technology." According to the Vice Chairman, the Resolution needs to clearly stipulate inter-provincial coordination mechanisms, mechanisms for mobilizing budget capital and loans., authority to approve designs, compensation - support plans, as well as incentive mechanisms for businesses participating in investment.

To quickly realize the goal, Vice Chairman Nguyen Duc Tho assigned: Railway Project Management Board (Ministry of Construction) to complete the location of the center of the route through Hai Phong, agreeing with the People's Committees of districts; coordinate with local authorities and the Economic Zone Management Board to review the Cat Hai island area and the intersection of road 356. The Department of Agriculture and Environment organizes measurements, builds cadastral maps, determines the origin and current status of land use; Prepare compensation and site clearance plans and report to competent authorities; Advise on plans to protect aquaculture and irrigation areas; arrange resettlement for people. The Transportation and Agricultural Construction Investment Project Management Board implements investment procedures for resettlement areas, ensuring synchronous infrastructure. Fish People's Committeec Districts, based on the approved site clearance boundaries, promptly inventory, list and pay compensation; Organize advocacy work and support people to relocate and resettle. The Department of Finance advises and allocates capital in 2025 to carry out compensation, site clearance and investment in resettlement areas.
The conference achieved high consensus on alignment, roadmap and implementation coordination mechanism. The early promulgation of the Government's Resolution will remove obstacles in mechanisms and policies, creating conditions for Hai Phong and related provinces and cities to implement the project synchronously and effectively. When completed, the Lao Cai - Hanoi - Hai Phong railway will become the North - South transport artery, shortening travel time, reducing logistics costs, while opening up opportunities for economic and tourism development, and improving competitiveness for Hai Phong city in particular and the Red River Delta region in general.
