Recently, after arranging administrative units and implementing the 02-level local government model, agencies, units and localities have basically ensured the effective implementation of the task of reform and control of administrative procedures. However, the implementation process still has some limitations such as: publicity and guidance on administrative procedures are not timely; There have not been enough officers and civil servants assigned to act as control focal points; The electronic process for resolving administrative procedures is not consistent with the internal process.
To overcome the above shortcomings, and at the same time effectively implement Official Dispatch No. 144/CD-TTg dated August 23, 2025 of the Prime Minister on reducing and simplifying administrative procedures, ensuring smooth implementation of the 02-level local government model, the Chairman of the City People's Committee has just issued a directive opinion in Document 2255/UBND-TTPVHCC requesting Departments, branches, branches and People's Committees. Communes, wards, and special zones focus on reviewing and fully deploying officials and civil servants suitable to their expertise and skills. In particular, focus on specialized personnel and officials and civil servants from specialized departments sent to work at the Commune-level Public Administrative Service Center to guide, receive and resolve administrative procedures for people and businesses, ensuring efficiency, smoothness, and avoiding local congestion.
The organization of receiving dossiers and returning administrative procedure results does not depend on the administrative boundaries within the city in accordance with the provisions of Article 20 of Decree No. 118/2025/ND-CP dated June 9, 2025 of the Government.
Proactively promote communication work on reform and control of administrative procedures, to guide and support people and businesses in implementing administrative procedures, to create consensus and accompany the government to contribute to building an effective and efficient administration, serving people and businesses.
The Chairman of the City People's Committee requested the Departments, branches and branches to review all administrative procedures under their management, guide and provide lists and contents to the City Public Administration Service Center and the Commune People's Committee to publicly list and serve people and businesses in accordance with regulations. Urgently review and advise on improving mechanisms and policies, cutting administrative procedures to ensure uniformity throughout the city after arranging administrative units; At the same time, soon announce, publicize and organize the implementation of administrative procedures regardless of administrative boundaries, creating convenience for people in submitting applications according to their place of residence, study and work.
Assign the Department of Science and Technology to complete the conversion of data to the shared specialized information system after the merger, ensuring completeness, accuracy, and originality to serve management, administration, resolution of administrative procedures, and provision of online public services.
The City Public Administration Service Center presides over and coordinates with Departments, branches, and commune-level People's Committees to control the electronic process on the Administrative Procedures Resolution Information System, ensuring consistency with internal processes, shortening resolution time and assigning document processing rights to officials, civil servants, and public employees according to regulations. Along with that, regularly organize inspections, instructions, and promptly advise on handling difficulties and problems, especially "bottlenecks" and "congestions" in the process of receiving and resolving administrative procedures in the city./.
