Communes recommend that higher-level professional agencies supplement and adjust relevant documents to ensure consistency in implementation. Recommend that the city have specific regulations and instructions on giving autonomy to communes in the 2-level local government model; Provide guidance on spending norms, revenue decentralization ratios and spending tasks when developing the 2026 budget estimate. Pay attention to mobilizing and rotating officials and civil servants with appropriate expertise working in communes. Direct the synchronization of public service software processes with actual processes, avoiding overlaps and missed deadlines. Strengthen connection and data exchange between Commune People's Committee, Department of Agriculture and Environment, Tax Department and relevant units.
The communes requested the city to soon issue unified instructions on handling land documents for changing purposes, encroached land, additional land, auctioned land and determining financial obligations. Consider establishing a Project Management Board under the Commune People's Committee to be the investor of projects invested by the commune.
Regarding the disbursement of public investment capital and the progress of implementing a number of key investment projects in communes, the report shows that communes have actively implemented many measures to increase the disbursement rate of public investment capital according to assigned plans.
The investment project to build extended provincial road 396 (connecting from provincial road 391 to provincial road 390) has a total investment of over 846 billion VND, implemented in the period 2023 - 2027, in the areas of Ha Dong and Lac Phuong communes. By the end of September 2025, over 123 billion VND has been disbursed cumulatively, reaching 103% of the plan according to progress, reaching 83% of the capital granted in 2025.
For the Project to upgrade Provincial Road 390 and build a new section bypassing the center of Thanh Ha town, Thanh Ha district, up to now the project has disbursed nearly 92 billion VND, reaching over 45% of the assigned plan and meeting the requirements according to the set schedule.
Through actual inspection, listening to local reports and opinions of departments and branches, Vice Chairman of the City People's Committee Tran Van Quan noted the initial results of communes in organizing and operating commune-level government according to the new model, serving the people's needs well. Regarding the difficulties, problems and recommendations of the communes, the Vice Chairman of the City People's Committee requested the Departments and branches to continue to coordinate, guide and solve problems for the commune authorities. In addition, communes also need to proactively research and apply to solve problems according to their decentralized authority.
Regarding the disbursement of public investment capital and implementation of key investment projects in the area, the Vice Chairman of the City People's Committee requested localities to be drastic and focus on removing difficulties, completing site clearance work according to the schedule committed to the city, handing over to the construction unit, ensuring the disbursement progress meets and exceeds the set plan with the goal of soon putting it into use, promoting efficiency, and serving people's lives well.
