Outstanding achievements in socio-economic development of Hai Phong in 2018
In 2018, the city implemented the Socio-Economic Development Plan in the context of many positive changes in the world and domestic economy: the macroeconomy is stable and well developed, inflation is controlled, the investment and business environment continues to improve. The City Party Committee, People's Council, and People's Committee have made many innovations in leadership and administration with many creative and effective actions, bringing Hai Phong into a period of strong development with many breakthroughs, high growth, and more sustainability.
Most major economic indicators achieved high growth rates, completed and exceeded the plan
The city's economic growth rate (GRDP) reached 16.25%, the highest ever, 2.4 times higher than the national average, reflecting the breakthrough development of the city's economy. The index of industrial production (IIP) increased by 25.01% (full year plan increased by 22%). Export turnover reached 8.19 billion USD, an increase of 25.5% (the whole year plan increased by 22-23%). Total social investment capital is 96,435.9 billion VND, an increase of 28.08%, equal to 117.46% of the plan. Output of goods through the port was 109 million tons, an increase of 18.43%, equal to 101.88% of the plan. Tourist attraction increased dramatically, reaching over 7.79 million visitors, an increase of 16.18%, exceeding the target of the 5-year plan for 2016-2020 (target by 2020 to reach 7.5 million visitors). Domestic revenue reached 24,768 billion VND, equal to 108.7% of the ordinance estimate, 100.2% of the estimate assigned by the City People's Council and an increase of 13.8% over the same period.
The business investment environment continues to improve
The City People's Committee periodically organizes monthly business dialogue conferences and promptly resolves problems and difficulties of businesses at the conference. Highly focused on resolving procedures for business, investment, construction, and site clearance in a timely manner for large corporations and businesses investing in the area. Many large domestic and foreign enterprises continue to choose Hai Phong to invest in large projects. Total social investment capital is 96,435.9 billion VND, an increase of 28.08%; The proportion of non-state capital and FDI accounts for 84.8% of total investment capital in the area. FDI attraction reached over 2,400 million USD, an increase of 152.84% over the same period, exceeding 100% of the year's plan (plan of 1,200 million USD).
The Provincial Competitiveness Index (PCI) in 2017 increased 12 places compared to 2016, ranking 9/63 provinces and cities, the administrative reform index ranked 5/63 provinces and cities. The city's satisfaction measurement index for administrative services reached 88.92%, ranking 8th out of 63 provinces and cities.
Infrastructure continues to have breakthroughs
The city started construction, inaugurated and put into use many important projects such as: 2 starting berths of Hai Phong International Gateway Port, Vu Yen 1 bridge, Han bridge, Dang bridge, the southwest main axis of Dinh Vu industrial park, Vinmec international hospital... Construction started on 5-star Pullman Hai Phong hotel, AeonMall commercial center, Nguyen Van Linh street overpass under the Ho Sen - Cau Rao II road construction project, South Binh Bridge intersection... Accelerate construction progress, strive to complete in 2018 the construction projects of Hoang Van Thu Bridge, the road connecting Lang Am bridge to Nhan Muc bridge, Vinh Bao district.

Urban infrastructure has been upgraded and invested heavily. Completed the Tam Bac Park Project phase 2, started the project to renovate and embellish the Tam Bac River section from Lac Long bridge to Tam Bac Park, and embellish the flower garden strip in the Dragon Sea park area. Completed reconstruction of old apartment building U19 Lam Son, N1, N2 Le Loi; continue to implement investment procedures for projects to rebuild old apartment buildings HH1, HH2 Dong Quoc Binh, A48-A49 Lam Son, three Van My Apartment buildings. The city has a mechanism to support materials to renovate alleys, corners, sidewalks, lighting, and trees in districts. Basically completing a number of civilized, modern and synchronous new urban areas: Vinhomes Imperia, Agape and is building urban areas in the North of Cam River, along Lach Tray River, Vu Yen Island area.
The city is also actively implementing procedures to prepare for investment in strategic traffic infrastructure projects for socio-economic development that have been approved by the Prime Minister such as: Tan Vu - Lach Huyen Bridge and Road No. 2, Nguyen Trai Bridge, Passenger Terminal No. 2 at Cat Bi International Airport, a number of wharfs at Hai Phong international gateway port, and domestic traffic projects of the city.
The new rural construction program associated with restructuring the agricultural sector has been promoted
Deploying new rural construction simultaneously in 65 communes with 355 projects, investment from the city budget is 860 billion VND and supporting 60,541 tons of cement to build rural roads (corresponding to concreting 373.79 km of rural roads). Promulgate typical village criteria in new rural construction, deploy the construction of 15 model new rural models. Identify and deploy typical production development support models in new rural communes in the 2018-2019 period. It is estimated that by the end of 2018, the average communes will reach 17.5 criteria, an increase of 1.05 criteria compared to 2017, and 18 communes will basically complete 19 criteria for new rural construction, bringing the total number of communes completing new rural construction to 92 communes, equal to 66.2 of the total number of participating communes.
The entire city has 20,340 hectares of concentrated production areas, with an average production value of over 245 million VND/ha/year. Has attracted 8 businesses to invest in agricultural production applying high technology with a total area of 284.81 hectares, investment capital of 1,170.86 billion VND; Support 15 businesses to survey and prepare for investment, expected total area of 1,834.2 hectares, investment capital of about 8,412 billion VND.
The socio-cultural field has had positive changes, the material and spiritual life of the people has been improved
Important political and cultural events and major holidays are organized thoughtfully, safely and civilized. The implementation of social security policies, gratitude to families with meritorious services, families of war invalids and martyrs, and policy beneficiaries have had many innovations, recognized and highly appreciated by the people. Giving gifts to workers on the occasion of Lunar New Year, War Invalids and Martyrs Day on July 27 and National Day on September 2 with a total amount of 338,212 billion VND, an increase of 57.2% compared to 2017, of which city gifts increased by 55%. The city maintains its top position among provinces and cities in the work of discovering and nurturing excellent national students: in the 2016-2017 school year, it ranked 2nd nationwide with 91/106 prize winners, including 11 first prizes, ranking first nationwide in the number of students winning first prizes; there are 3International Olympic medal and 1 project won third prize in the International Science and Technology Competition held in the US in 2018.
