In particular, Hai Phong topped the rankings of the Administrative Reform Index (PAR Index) in 2024 and the People's Satisfaction Index with the services of state administrative agencies in 2024 (SIPAS). With a very large number of commune-level focal points under the city, the Secretary of the City Party Committee requested the City People's Committee to urgently research and have solutions for applying IT and digital transformation to serve leadership, direction, administration, information, reporting and coordination between agencies in the city's political system to ensure smooth, effective and timely work.
