(Haiphong.gov.vn) – Hai Phong City develops modern, smart, efficient, world-class logistics services, suitable to the context and general development situation of the City, especially focusing on aviation and maritime logistics. That is the content of Notice No. 39/TB-VPCP, the conclusion of Prime Minister Pham Minh Chinh at a meeting with leaders of Hai Phong city.

On behalf of the Government, the Prime Minister acknowledged, praised and appreciated the efforts of the Party Committee, government, army and people of the City and the important achievements achieved in socio-economic development, national defense and security, social security, building the Party and political system, positively contributing to the overall achievements of the whole country in 2021.
In addition to the achieved results, the City still has shortcomings and limitations such as: the scale of economic development is not commensurate with the potential, advantages and investment and attention of the Central Government; Cultural development is not on par with socio-economic development and other fields; The City's public administration and digital transformation efficiency has not improved (many indicators such as public administration and administrative efficiency, information technology application, and digital transformation level are still in a modest position on the national rankings); Mechanical population development is not commensurate with the City's rapid and sustainable development requirements, lacking human resources, especially high-quality human resources; Although budget revenue is high, it is billionsDomestic revenue is not commensurate with potential and strengths.
Regarding the direction in the coming time, the City urgently implements the goals and tasks identified in Resolution No. 45-NQ/TW dated January 24, 2019 of the Politburo on construction and development of Hai Phong, Resolution No. 108/NQ-CP dated November 26, 2019 of the Government, Resolution No. 35/2021/QH15 dated November 13, 2021 of the National Assembly on piloting a number of specific mechanisms and policies to develop Hai Phong city.
Further promote the spirit of self-reliance and self-reliance, relying on science and technology, innovation, and digital transformation for rapid, comprehensive, and sustainable development in national security, defense, economy and society. In particular, industrial development towards green and modern industry; tourism towards high quality, eco-tourism; advanced, smart and convenient services; agriculture towards green, clean and sustainable agriculture.
Harmonious development in all fields, especially cultural development, must be commensurate with socio-economic development and national security and defense; have a plan to increase the population mechanically and improve the quality of human resources. It is necessary to determine that internal resources (with the three pillars of people, nature, historical and cultural traditions) are basic, long-term, strategic, and decisive, while external resources (capital, technology, management capacity...) are important and groundbreaking.
To maximize the advantages of Lach Huyen seaport as a modern, largest deep-water port in the Northern region, the management and design of the port must follow a modern management model, managed by digital technology, promote automation, build a green, clean port that does not pollute the environment; Investing in developing large industrial parks according to the 5-in-1 model, synchronous infrastructure of industry, services, smart cities, health care, and education.
It is necessary to build Hai Phong city into a regional connection center and regional link; Hai Phong city must contribute more to the whole country to bring the country together to develop, worthy of the great attention and investment from the Central Government and the city's natural conditions with many potentials and advantages.
Promote digital transformation faster, stronger, more drastic and more effective
Regarding key tasks and solutions in the coming time, thoroughly grasp and seriously, practically and effectively implement the Resolution of the 13th Party Congress, Resolution No. 45-NQ/TW dated January 24, 2019 of the Politburo on building and developing Hai Phong city to 2030, with a vision to 2045; Resolution 35/2021/QH15 dated November 13, 2021 of the National Assembly on piloting a number of specific mechanisms and policies to develop Hai Phong city, resolutions of the Government and Resolutions of the City Party Congress.
The city needs to continue implementing effective and successful epidemic prevention and control to restore and develop socio-economics. Complete vaccination for people over 18 years old in December 2021, complete the third vaccination in the first quarter of 2022 and complete vaccination for ages 12-17 in January 2022.
Research and develop a methodical, strategic City plan with foresight and innovative thinking to identify and promote potential, outstanding opportunities, competitive advantages, and maximize the effectiveness of the City's available land, forest, water, and natural resources.
Promote administrative procedure reform, improve governance capacity, provincial competitiveness, and improve a number of administrative indicators to serve people and businesses; Developing modern, smart, efficient, world-class logistics services, suitable to the context and general development situation of the City, with special emphasis on aviation and maritime logistics.
Promote digital transformation faster, stronger, more drastic and more effective; Focus on researching green energy, clean energy, especially offshore wind energy, so research and development of LNG gas power projects should be reserved for other localities, ensuring harmonious balance of energy development between regions.
Continue to maintain and promote solidarity and unity, strengthen the construction and rectification of the Party and a strong and clean political system, improve the leadership capacity and fighting power of the Party organization and party members, combat negative manifestations, corruption and waste, and focus on mobilizing the combined strength of the entire political system.
Perform well the task of protecting national independence and sovereignty at sea, territorial integrity, maintaining political stability, social order, security, safety and people's safety; constantly improve the spiritual and material life of the people, develop to match the position and role of a large city, rich in historical and revolutionary traditions, worthy of the wishes of the people of Hai Phong and people nationwide.
Urgently complete documents to adjust the General Planning of Hai Phong city
The Prime Minister basically agreed with the recommendations of Hai Phong city in the direction of resolving policy mechanisms, decentralization, decentralization, enhancing the City's initiative, creativity and self-responsibility. The City selects projects that are feasible, have enough time, conditions, resources, and capacity to deploy effectively.
Regarding the approval of the Project to adjust the General Planning of Hai Phong city to 2040, with a vision to 2050, the planning adjustment needs to comply with the principles of correct orientation and objectives in Resolution No. 45-NQ/TW dated January 24, 2019 of the Politburo; Action Program No. 76-Ctr/TU dated July 8, 2019 of the Standing Committee of Hai Phong City Party Committee; Inheriting and promoting the ideology and content of Decision No. 1448/QD-TTg dated September 16, 2009 of the Prime Minister approving the adjustment of the General Planning of Hai Phong City to 2025, with a vision to 2050 and Decision No. 535/QD-TTg dated May 15, 2018 of the Prime Minister approving the task of adjusting the General Planning of Hai Phong City to the year 2035, vision to 2050.
The Prime Minister assigned the People's Committee of Hai Phong city to urgently complete the dossier on adjusting the General Planning of Hai Phong city to 2035, with a vision to 2050, paying attention to ensuring that green land is not adjusted to perform other functions, orienting the planning to increase the proportion of green land when moving factories, enterprises, and agencies in the central urban area to ensure that it meets special urban standards and projects. The violations being handled are not included in the planning adjustment in accordance with the instructions of Deputy Prime Minister Le Van Thanh in Notice No. 275/TB-VPCP dated October 22, 2021, sent to the Ministry of Construction to preside and coordinate with relevant ministries and agencies to consider in accordance with the law, and report to the Prime Minister for consideration and decision.
Regarding adjusting the planning of Cat Bi International Airport with an expected capacity of 13 million passengers by 2030 and 16.6 million passengers by 2040, the Prime Minister agreed on the policy. Assign the Ministry of Transport to urgently complete the Master Plan for development of the national airport and airport system for the period 2021 - 2030, with a vision to 2045 according to the conclusion of the Prime Minister at the Standing Government meeting on December 7, 2021; Research and develop detailed planning for Cat Bi International Airport, including planning for runway No. 2, ensuring the airport reaches capacity to meet the socio-economic development needs of the City.
Regarding the study of building an international airport in Tien Lang district after 2030, the Prime Minister assigned the Ministry of Transport to study the plan to build Tien Lang Airport according to the approved Master Plan for development of the national airport system for the period 2021-2030, with a vision to 2050.
