Deputy Prime Minister Le Van Thanh has just signed Decision 186/QD-TTg dated February 11, 2022 approving the investment policy adjustment of the wharf construction investment project [...]

Decision 186/QD-TTg clearly states, the content "Project scale: investment in building 02 wharves with a length of 750m (each wharf is 375m long) to receive container ships up to 100,000 DWT (equivalent to carrying capacity of 8,000 Teus); 01 barge wharf to receive ships, carrying capacity of 48 Teus; Port protection works, warehouse system, port service infrastructure, ship parking area and water area connected to Lach Huyen public navigation channel; land use scale of about 47ha" as prescribed in Clause 4, Article 1 of Decision No. 299/QD-TTg dated March 4, 2021 of the Prime Minister is adjusted as follows:
“Project scale: invest in the construction of 02 berths with a length of 900m (each berth is 450m long) to receive container ships up to 12,000 Teus or up to 18,000 Teus in accordance with the receiving conditions of the relevant infrastructure and meet safety requirements; 01 barge berth with a width of 100m, receiving receiving ships, carrying capacity of 160 Teus; port protection works, warehouse system, port service infrastructure, ship parking area and water area connected to the Lach Huyen public navigation channel; land use scale is about 58,4042 hectares (excluding the ship parking area and water area connected to the public navigation channel)".
Content “Investment capital for project implementation (registered by investors): 6,425.2 billion VND; phase 1 (from 2020-2025) is 6,072.976 billion VND; phase 2 (from 2030 and after 2030) is 352.236 billion VND. Of which: equity accounts for 15% of total investment capital, loan capital and other legally mobilized capital account for 85% of total investment capital" stipulated in Clause 5, Article 1 of Decision No. 299/QD-TTg dated March 4, 2021 of the Prime Minister is adjusted as follows:
“Investment capital for project implementation (registered by investors): 8,951,185 billion VND; phase 1 (from 2020-2025) is 8,339,717 billion VND; phase 2 (from 2030) is 611,468 billion VND. Of which: equity accounts for 15% of total investment capital Investment, loan capital and other legally mobilized capital account for 85% of total investment capital".
Other contents in Decision No. 299/QD-TTg dated March 4, 2021 of the Prime Minister remain unchanged.

The Deputy Prime Minister assigned the People's Committee of Hai Phong city to be responsible for updating the scope, boundaries, and land use area of the Project according to the investment policy adjustments approved by the Prime Minister and updating the district-level land use planning according to regulations and related contents according to management functions and tasks. Update the 1/2000 Detailed Planning Adjustment Project for Cat Hai Island Area of Dinh Vu-Cat Hai Economic Zone to ensure the project's compatibility with construction planning according to regulations.
Hai Phong City People's Committee directs investors to complete the Project according to the opinions of the Ministry of Planning and Investment and relevant ministries and branches and organize the implementation of the Project in accordance with current legal regulations.
Inspect and supervise the implementation of the Project of Hateco Group Joint Stock Company in accordance with regulations on investment, construction, land, environmental resources, other relevant laws, instructions of the Prime Minister, opinions of relevant ministries and branches, including: inspection and supervision of capital mobilization by investors (equity capital, self-additional capital, self-mobilization and capital loan) according to the Project implementation progress.
Hateco Group Joint Stock Company is responsible for the information and data reported in the adjusted Project dossier, Project investment efficiency and commitment contents according to the provisions of law; Complete the Project according to the opinions of the Ministry of Planning and Investment and the opinions of relevant agencies in the Appraisal and Adjustment Report approving the investment policy; Responsible for fully mobilizing capital, organizing, implementing and managing the Project in accordance with the law.
At the same time, Hateco Group Joint Stock Company is responsible for establishing an economic organization to implement the project in accordance with the provisions of law on investment, enterprises and relevant current legal regulations. The established economic organization must be an enterprise with 100% charter capital held by Hateco Group Joint Stock Company and must meet the conditions prescribed in Clause 2, Article 52 of Decree No. 31/2021/ND-CP dated March 26, 2021 of the Government detailing and guiding the implementation of a number of articles of the Investment Law.
* Previously, on March 4, 2021, the Prime Minister issued Decision No. 299/QD-TTg dated March 4, 2021 approving the investment policy of the investment project to build wharfs No. 5 and 6 of Lach Huyen port area in Hai Phong seaport. Hateco Group Joint Stock Company is the investor.
The goal of the Project is to invest in the construction of 2 container terminals No. 5 and 6 at Lach Huyen Port Area, Hai Phong city to gradually build a modern container port area according to the approved plan; Meet the needs of exporting and importing goods of the Northern region directly to European and American markets; Maximize the advantages of natural conditions and geographical location to develop Dinh Vu-Cat Hai Economic Zone (seaport system, logistics and industrial park behind the port) to promote the socio-economics of Hai Phong city in particular and the Northern region in general.
Hateco Group Joint Stock Company said that, based on cooperation with foreign shipping partners, the common size of operating ships in use is from 366m to 399m in length. On the other hand, the water area in front of the wharf where cargo ships are anchored and the distance from the edge of the wharf to the border of the Lach Huyen navigational channel at wharf No. 5 and wharf No. 6 is much larger than other wharves.
Thus, increasing the length of the wharf route from 375m/berth to 450m/berth and increasing the size of operating vessels from 6,000 Teus to 18,000 Teus is very necessary and technically appropriate as well as improving port operating efficiency and competitiveness with international ports in the region. At the same time, adjusting the scale of the barge wharf as above to collect and withdraw goods by inland waterway is completely appropriate.
