On the morning of November 6, Standing Vice Chairman of the City People's Committee Nguyen Xuan Binh and leaders of relevant functional branches, units and localities inspected the progress of the implementation of the investment project to build the South Binh Bridge intersection.

According to the report of the Project Management Board, up to this point, localities have conducted an inventory of 78/122 organizations, households, and individuals whose land was recovered, corresponding to an area of nearly 70,000 square meters. The main current problems are related to determining the origin of land use and determining land funds for resettlement.
Regarding the construction work, on the handed over site, the contractor consortium has completed measures to ensure off-site traffic for roads, railways, and inland waterways. According to the supervision consulting agency, the construction of the items is estimated to have a value of about 43.2 billion/913.5 billion VND, equivalent to 4.27% and basically met the requirements, in which the direct overpass item connecting Binh bridge - Ring Road 2 has carried out drilling and pouring concrete for 36/101 piles, pressing piles, preparing to construct pillars T2 and T6... The contractor consortium is implementing the construction and installation package for the project items. intersections and moving technical infrastructure, including greenery systems, lighting, telecommunications, and electricity.
Through inspection and listening to reports at the meeting, Permanent Vice Chairman of the City People's Committee Nguyen Xuan Binh emphasized that this is a key project of the city, receiving special attention from the Standing Party Committee and leaders of the City People's Committee, and has directed the implementation of regular weekly briefings. Therefore, it is requested that the Project Management Board, departments, branches, localities, and contractors need to do all their responsibilities to ensure the progress and quality of the project.
The Permanent Vice Chairman noted that after 2 months of construction, the initial project implementation results were quite positive. The city welcomed the departments, branches, localities, business organizations, and people who agreed to support the project so that it could be constructed smoothly. The Standing Vice Chairman directed that attention must be paid to site clearance work, absolutely not letting the problem of delayed site handover affect the progress and quality of the project. Assign the Department of Transportation, Office of the City People's Committee, Project Management Board and contractors to proactively review the critical path of progress in terms of capital and site clearance, based on that, advise and propose solutions for effective implementation.
The Standing Vice Chairman requested Hong Bang district to review and re-evaluate the regime and policies for people and businesses, strengthen advocacy, convince people to agree, hand over the site, and meet construction requirements. With specific proposals, the district proactively reports to the City People's Committee before November 9, 2018; The City People's Committee Office summarizes the recommendations and assigns relevant departments and branches to process and report to the City People's Committee before November 12, 2018.
Regarding the resettlement of 38 households in So Dau ward, the Standing Vice Chairman of the City People's Committee assigned the City People's Committee Office to coordinate with Hong Bang district and the Project Management Board to inspect the reality and report to the leaders of the City People's Committee. Accordingly, the guiding viewpoint of the City Party Committee, People's Council, and People's Committee is to apply site clearance regimes in accordance with the law, city regulations, and best for the people.

Permanent Vice Chairman Nguyen Xuan Binh also welcomed An Duong district's commitment to immediately hand over 5,200 square meters of land outside the dyke to the project, and requested the Project Management Board to direct the contractor to organize construction and manage the site immediately after handover. Vice Chairman Nguyen Xuan Binh noted that currently the construction is taking place in conditions where the intersection is still active, so the contractor and Project Management Board must coordinate closely with functional forces to ensure absolute safety for traffic participants and safety during construction at the construction site, as well as minimize the impact on the environment.
