On the morning of November 6, at the City Convention Center, the Hai Phong Economic Zone Management Board in collaboration with the Asian Carbon Reduction Center - Kitakyushu city (Japan) organized a workshop "Introducing the eco-industrial park model". Comrade Pham Van Moi, Member of the Standing Committee of the City Party Committee, Head of the Hai Phong Economic Zone Management Board and Mr. Junichi Sono, Executive Director of the Asian Carbon Reduction Center - Kitakyushu city co-chaired the workshop. Attending were Dr. Vuong Thi Minh Hieu, Department of Industrial Park Management, Ministry of Planning and Investment; department and sector leaders; leaders of the Management Board of Industrial Parks and businesses in the city.

Accordingly, Eco-Industrial Park is an industrial park in which businesses in the industrial park participate in cleaner production activities and efficient use of resources, with linkage and cooperation in production to carry out industrial symbiosis activities to improve the economic, environmental and social efficiency of businesses.
At the Workshop, Dr. Vuong Thi Minh Hieu, Department of Industrial Park Management, Ministry of Planning and Investment presented the legal basis in Vietnam for eco-industrial parks, with the focus being Decree No. 82/2018/ND-CP dated September 22, 2018 of the Government regulating the management of industrial parks and economic zones. Mr. Junichi Sono, Executive Director of the Asia Carbon Reduction Center - Kitakyushu city presented a number of contents related to the Plan to promote green growth in Hai Phong city, with special emphasis on a number of pilot projects of Kitakyushu city in cooperation with Hai Phong on green, sustainable and environmentally friendly growth such as: EV electric buses on Cat Ba island, organic composting on the island.Trang Cat waste treatment facility, developing heat recovery at the Cement Factory. In the near future, a wastewater treatment project at fish markets will be implemented. Representative of NTT Data Research Institute presented the capital support policy under the JCM mechanism for businesses with projects to reduce CO2. emissions. Representatives of Dinh Vu and Nam Cau Kien industrial parks also presented issues related to the development of eco-industrial parks.
Through discussion and discussion, delegates agreed to develop ecological industrial parks to improve the economic efficiency of businesses in industrial parks through the application of cleaner production methods, effective use of resources and building industrial symbiotic linkages. Improve the effectiveness of environmental protection in and around industrial parks through minimizing sources of pollution and waste, encouraging the use of clean technology and cleaner, environmentally friendly production methods. Form a business community in the industrial park that is competitive in the market, protect and develop the living environment for the community surrounding the industrial park, and implement sustainable development goals.

Regarding orientation and guidance on mandatory requirements for infrastructure businesses as well as secondary businesses, through discussions, there are 2 infrastructure businesses, DEEP C and Nam Cau Kien, ready to participate in registering to build an eco-industrial park. The registration and certification of eco-enterprises is under the authority of the City People's Committee based on consultation with the Ministries of Planning and Investment, Construction, Natural Resources and Environment, and Industry and Trade. Secondary enterprises are granted Certificates of ecologically operating enterprises in eco-industrial parks by the Economic Zone Management Board.
The construction of the Eco-Industrial Park and the carbon reduction strategy are two closely linked contents. With information from the delegates attending the Conference and the sister cooperation of Kitakyushu city, he hoped that Kitakyushu would support equipment to reduce carbon emissions and develop the Eco-Industrial Park. Comrade Pham Van Moi suggested posting information on guidance and capital support under the JCM carbon reduction mechanism on the Electronic Information Portal and Websites for businesses to promptly grasp. At the same time, it is recommended that the Ministry of Planning and Investment soon coordinate with other ministries to have specific instructions on: incentives, processes, criteria and conditions for forming and developing eco-industrial parks in Vietnam, including Hai Phong city.
