(Haiphong.gov.vn) – Chairman of the City People's Committee has just issued a directive requiring departments, branches, and coastal districts to continue to innovate and strengthen the implementation of the Strategy for sustainable development of Hai Phong city's marine economy until 2030, with a vision to 2045.
The Directive clearly states that, after 03 years of implementing Resolution No. 36 - NQ/TW on the Strategy for sustainable development of Vietnam's marine economy; After 01 year of implementing the City's Master Plan and 5-Year Plan, Departments, branches and localities have made efforts and proactively performed assigned tasks, initially achieving some remarkable results.
However, in the context of international and regional situations and domestic socio-economic issues with many unpredictable fluctuations, the Covid-19 epidemic developing complicatedly, the situation in the East Sea poses many potential risks that affect the socio-economic development of the country in general as well as the activities of the city's marine economic sectors in particular. Besides, there are a number of subjective reasons leading to the slow implementation of Resolution 36 - NQ/TW, Master Plan, typically: the legal system, mechanisms, and policies serving sustainable development of the marine economy are lacking and not synchronized; The inter-sectoral coordination mechanism for sustainable development of the marine economy has not been operated effectively and smoothly; sourceHuman, financial, scientific and technological resources to realize policies, solutions and breakthroughs are still limited; In particular, there is no system of statistical indicators for marine economic sectors as a basis for the management and administration of the city and its departments and branches...
Focus on investment, creating motivation for sustainable development of the marine economy
Faced with the above situation, the Chairman of the City People's Committee requested Departments, branches and coastal localities, with limited resources, to select and identify projects, schemes as well as priority tasks to focus on investment, creating real motivation for sustainable development of the marine economy.
Further promote public-private cooperation to mobilize all social resources to develop the marine economy in general and marine and coastal infrastructure in particular. Strengthen IT application, quickly implement digital transformation of marine economic sectors. Coastal localities both promote internal forces of "self-reliance and self-reliance" and take advantage of "external forces" for development. Taking businesses as the center, encouraging the formation and development of investment companies in marine economic sectors, especially the 6 marine economic sectors identified in Resolution No. 36-NQ/TW, these are key economic sectors, with potential advantages and large room to act as a driving force for the city's socio-economic development... In this Directive, the Chairman of the City People's Committee also requested the Steering Committee to implement the city's Sustainable Marine Economic Development Strategy to strengthen its role in unified interdisciplinary guidance on related contents, overcoming limitations in multi-sectoral coordination in sustainable development of the marine economy.
Assign the Department of Natural Resources and Environment to be the standing agency to preside over and coordinate with relevant agencies to strengthen the basic investigation of marine and island resources and environment to meet the requirements of sustainable development of the marine economy, ensuring national defense, security, foreign affairs and international cooperation; coordinate with relevant agencies to integrate marine spatial planning content into Hai Phong City Planning for the period 2021 - 2030, with a vision to 2050... City departments and agencies focus on basic research tasks on marine and island resources and environment, research on technologies, solutions, and reasonable exploitation techniques associated with protection to meet the requirements of sustainable development of the city's marine economy; DPropose planning and development plans for coastal urban areas and coastal ecological urban areas associated with the formation of marine economic centers; detailed planning of the system of marine protected areas and aquatic resource protection areas in the city; Improve training quality, develop a network of training facilities for marine human resources to reach advanced levels throughout the country and the region...
