(Haiphong.gov.vn) - On the morning of March 18, Vice Chairman of the City People's Committee Nguyen Duc Tho - Head of the Steering Committee according to Decision No. 908/QD-UBND dated March 17, 2025 of the City People's Committee chaired a meeting with departments, branches and units to listen to reports on the handover of boundary documents for preliminary site clearance of the Lao Cai - Hanoi - Hai railway construction investment project. The Lao Cai - Hanoi - Hai Phong railway construction investment project, the section through the city has a main line length of 46.18 km and 2 branch lines of 20.57 km long (from Nam Hai Phong station - Nam Do Son station and from Nam Dinh Vu technical operation station - Dinh Vu station). Design speed of the main line section is 160km/h; Branch route section 80km/h.

Listening to representatives of the Railway Management Board (Ministry of Construction) reporting on the timeline and progress of implementing the Lao Cai - Hanoi - Hai Phong railway project; Departments, branches and localities of the city reported on work related to site clearance. Vice Chairman of the City People's Committee Nguyen Duc Tho emphasized that the implementation of this project has a great impact on the city's socio-economic development. The project will gradually develop modern rail transportation, meeting the needs of passenger and goods transportation on the East-West corridor, serving as a gateway for trade with the world through the city's seaport as well as connecting international rail traffic at Lao Cai border gate. Hai Phong city has pioneered contributions11 trillion VND to implement a number of project items, contributing to promoting the project's rapid implementation,
To ensure the progress of the national key project Lao Cai - Hanoi - Hai Phong railway, Vice Chairman Nguyen Duc Tho requested that the Railway Management Board (Ministry of Construction) soon complete and agree on the location and center of the route through the city, especially the section running parallel to the Hanoi - Hai Phong Expressway, thereby helping the city have a basis to soon deploy plans related to inventory work, land recovery, and construction of resettlement areas. The Vice Chairman also requested the Project Management Board to urgently update the city's proposals and recommendations on the plan to integrate the railway bridge with the Tan Vu - Lach Huyen 2 road and 3 intersections on the route into the project investment policy approval report.
For the branch route plan from Nam Dinh Vu Operational Station to Dinh Vu Port, the consulting unit is requested to carefully research and evaluate the impacts and effects on business operations in the area of provincial road 356 when constructing the railway. At the same time, research and calculate plans to move power lines to invest in building train tracks in the center of provincial road 356; Along with that, carefully review to add intersections and underpasses along the entire route to ensure traffic operations, smooth and safe circulation.
On the part of the city Departments and branches, Vice Chairman Nguyen Duc Tho requested that the Department of Construction coordinate with the Railway Management Board (Ministry of Construction) to receive documents and information related to the Project and urgently complete guiding procedures for districts; The Department of Finance along with relevant units actively advise and soon arrange capital for the Project in 2025 to immediately carry out site clearance and investment in resettlement areas.
The Vice Chairman of the City People's Committee also requested the localities where the Project passes through, based on the determined land clearance boundaries, to urgently implement the next work and processes. In particular, quickly compile a list of households that will clear land to implement the project, proactively propose resettlement construction areas, and strive to complete the site clearance work before June 30, 2026./.
