The first City People's Committee Party Congress, term 2025 - 2030 will take place in 2 days (August 8 and 9, 2025)

The first City People's Committee Party Congress, term 2025 - 2030, will take place in 2 days (August 8 and 9, 2025) at the City Convention Center, with 295 official delegates.

The City People's Committee Party Committee was established under Decision No. 15-QD/TU, dated July 1, 2025 of the City Party Committee on the basis of merging the Party Committee of Hai Phong City People's Committee and the Party Committee of Hai Duong Provincial People's Committee. The decision takes effect and the Party Committee comes into operation from July 1, 2025. The Party Committee performs functions, tasks, powers, organizational structure and working relationships according to Regulation No. 16-QD/TU, dated July 1, 2025 of the Standing Committee of the City Party Committee. The City People's Committee Party Committee includes 49 party committees and 5 affiliated grassroots party cells with 1,220 party cells and 60 party party branches and 20,889 party members currently working in administrative agencies, public service units, state-owned enterprises, and mass associations. 

With the spirit of "Solidarity, democracy, discipline, creativity and development", the Congress has the theme "Improving the leadership capacity and fighting power of grassroots party organizations; determined to break out and build a clean and strong Party Committee; successfully lead economic - social, defense - security tasks with the city entering the era of national advancement".

At the Congress, delegates will discuss and contribute ideas to complete the documents and Political Report, Review Report of the Executive Committee of the City People's Committee, term 2020 - 2025; Evaluate the results of implementing the Party Committee's tasks, pointing out limitations, shortcomings, causes, and lessons learned; Set out directions, tasks and solutions for the 2025 - 2030 term.

The Congress preparation session will take place on the afternoon of August 8, 2025; The official session of the Congress will take place on the morning of August 9, 2025./.
