The City People's Committee has just developed a socio-economic recovery and development program for the 2022-2023 period, with the goal of promoting rapid development of production and business activities, focusing on the recovery of key industries and fields of the city. Strive for average GRDP growth in the 2021-2025 period to reach a minimum average of 14.5%/year; Hai Phong's GRDP proportion in 2025 accounts for 6.4% of the country's GDP, 23.7% of the GDP of the Northern key economic region.
The socio-economic recovery and development program takes businesses, cooperatives, business households, and workers as the service center and subjects of economic recovery and development; Bring production, business, economic and social development activities of people and businesses back to normal operating status in the shortest possible time; Ensuring proactiveness in production and business for businesses in all conditions before the impact of the COVID-19 epidemic.

Improving the business investment environment, enhancing the handling of administrative procedures on the online platform
The City People's Committee's program sets out 6 groups of key tasks, including: Improving the quality and service efficiency of the grassroots medical system; Timely and effective implementation of flexible and effective epidemic prevention measures to minimize impacts on production and business; Implement safe production and business methods that adapt well to different developments of the epidemic in order to maintain smooth production and business activities in the context of an epidemic;
Strengthen the connection between labor supply and demand. Modernize training and vocational training facilities and create jobs. Effectively implement preferential lending policies through the Bank for Social Policies and mechanisms and policies to support employees and employers;
Promote solving difficulties for businesses; create favorable conditions for businesses to innovate technology. Accelerate creative startups and digital transformation to establish a foundation for sustainable development;
Promote disbursement of public investment capital, striving to disburse 100% of the 2022 public investment capital plan assigned from the beginning of the year associated with ensuring project quality and effective use of public investment capital. Concentrate capital on important, urgent projects with large spillover impacts, capable of quick disbursement, consistent with planning, effective use of capital, ensuring the ability to balance capital to complete projects in the period 2022-2025; Prioritize site clearance support for new projects that are important to socio-economic development;
Strengthening discipline and order, promoting the role and responsibility of the leader, determining that promoting the disbursement of public investment capital is one of the key political tasks in the years 2022-2023 of each unit;
Strengthen administrative reform, improve the business investment environment; Strengthen the handling of administrative procedures on the online platform; continue to research and deploy breakthrough solutions, encourage innovation, promote digital transformation, develop the digital economy, green economy, circular economy associated with sustainable development;
Training to improve state management capacity, social governance, and the qualifications and capabilities of officials and civil servants; Develop plans to prevent, control, and adapt to epidemics, regularly inspect and supervise implementation; Prepare plans for emergency and worst situations, avoid being passive or surprised, affecting your ability to cope. Determining that attracting FDI is the main source of promoting economic growth
Accordingly, mobilize maximum investment resources into the city; which focuses on private capital sources and foreign direct investment (FDI), considering this as the main and important resource to promote economic growth and create sustainable budget revenue for the city. In the period 2021-2025, strive to attract from 12.5 - 15 billion USD of foreign direct investment (FDI).
Strictly manage revenue sources, effectively exploit available space, actively promote increased state budget revenue; create new revenue sources, especially large and sustainable revenue sources; Review, manage, and effectively exploit revenue sources from land, mineral resources, and State-owned real estate, revenue sources with large losses.
Organize the effective implementation of the plan to deploy export promotion solutions of the city in the post-COVID-19 epidemic period. Continue to strengthen state management on preventing evasion of trade defense measures and origin fraud. Promote administrative reform and improve the efficiency of issuance of Certificates of Origin (C/O).
Promote production restructuring, promote sustainable growth, and synchronize technical processes in production; Strengthen the application of scientific and technological advances, especially high-tech applications to improve economic efficiency per unit area.
Continue to renovate and rebuild degraded old apartments in the city. Focus on removing obstacles in mechanisms, policies, and laws, effectively implementing policies to support social housing and housing for workers.
Renovate, upgrade and develop urban transport in the direction of improving capacity, gradually synchronizing and modernizing. Continue to improve provincial roads and develop the public transport system by bus, connecting conveniently to urban areas, tourism areas, industrial zones, etc.
The City People's Committee assigns the Heads of Departments, branches, branches, units, and Chairman of the People's Committees of districts to proactively develop specific solutions and policies of industries, fields, and localities for rapid recovery and sustainable economic development; Be responsible for the results of urging, inspecting, and organizing the disbursement of public investment capital of your unit; Regularly check progress in the field, promptly remove difficulties and obstacles for each project; Do not let public investment be delayed, prolonged, or ineffective while resources are limited and public opinion is frustrated and concerned.
