Implementing the instructions of the Chairman of the City People's Committee in Document No. 2282/UBND-TTPVHCC on correcting the abuse of requests for certified copies, the Department of Finance has thoroughly grasped the departments and units with functions and tasks of handling administrative procedures related to people/businesses (Department of Off-budget Investment, Department of Foreign Economic Relations, Department of Business Registration and Enterprise Management) to seriously implement them. the following contents:
- Comply with the provisions in Article 6 of Decree No. 23/2015/ND-CP dated February 16, 2015 of the Government on issuing copies from master books, authenticating copies from originals, authenticating signatures and contracts, transactions (details in the attached file).
- Increase the exploitation and reuse of papers and documents issued by competent authorities in the electronic data management warehouse of citizens and organizations on the City Administrative Procedures Information System, contributing to promoting the settlement of administrative procedures in the electronic environment.
- Using electronic documents integrated into the electronic identification account (VneID) is equivalent to traditional documents when performing administrative procedures, without requiring citizens to submit/present originals or copies of documents.
- In the process of handling administrative procedures, propagandize, encourage and guide businesses to use originals for comparison, do not require submission of certified copies/copies from original books of papers and documents in receiving recruitment documents and human resource management.
