On the morning of September 30, Chairman of the City People's Committee Nguyen Van Tung and leaders of relevant functional branches and localities inspected the actual site of the land planned to plant trees at the intersection area at the end of the Hanoi - Hai Phong Expressway and the management of public land in the power grid corridor and Bach Dang bridge corridor in Dong Hai 2 ward, Hai An district.
According to reports from functional agencies, since 2007, the City People's Committee has decided to assign Hai Phong Urban Environment Company Limited 19.6 hectares of land (aquaculture pond) in Dong Hai 2 ward, Hai An district to manage and use to build a dumping ground for lime, broken bricks, sand, and stones for a period of 10 years (until May 30, 2017). In 2014, the City People's Committee issued a decision to recover 13.1 hectares of land and lease it to VIDIFI Duyen Hai Joint Stock Company to build a service area at the end of the Hanoi - Hai Phong expressway.
For the remaining land area of 6.5 hectares that is planned to plant urban trees, VIDIFI Duyen Hai Joint Stock Company and Hai Phong Urban Environment Company Limited have written requests to allocate this land for planting trees according to the approved planning.
According to the 1/2000 scale zoning plan of Hai An district up to 2025 approved by the City People's Committee in Decision No. 1987/QD-UBND dated October 14, 2016, most of the above land is planned to be planted with trees.
Through field inspection and listening to reports at the inspection session, Chairman of the City People's Committee Nguyen Van Tung said that functional branches need to rectify and learn from experience in land management, and at the same time directed to stop implementing Document No. 6104/UBND-QH dated September 18, 2017 of the City People's Committee on temporarily handing over the above 6.5 hectares of land to the Joint Stock Company. VIDIFI Duyen Hai will continue to hand over to Hai Phong Urban Environment Company Limited to manage and implement the planting of green trees according to planning. The Chairman requested Urban Environment Company Limited to coordinate with Foreign Trade Import-Export Company, Hai Phong branch, which has related interests, self-funding the implementation on the basis of inspection and supervision of the Department of Construction.

Regarding the situation of appropriation of public land to build a storage yard for imported wood with a total re-encroached area of nearly 4.7 hectares, under the management of the Land Fund Development Center (Department of Natural Resources and Environment) currently violating the power grid corridor and Bach Dang bridge protection corridor.
Chairman of the City People's Committee Nguyen Van Tung severely criticized the Land Fund Development Center for lax management, leading to violations of encroachment on remaining public land during site clearance to serve the Bach Dang Bridge Construction Project. The Chairman of the City People's Committee requested the Department of Natural Resources and Environment to hold a serious meeting to learn from experience and request the violating unit to immediately release wood and equipment gathered within the violation land. In addition, it is necessary to carefully review the status of documents of relevant units in the above area. During the implementation process, any difficulties or problems should be specifically reported to the City People's Committee.
