On the morning of July 16, the Cultural and Social Committee of the City People's Council worked with the Department of Finance and the Department of Home Affairs to verify documents submitted to the mid-2026 regular meeting of the XVII City People's Council, term 2026 - 2031. Comrade Nguyen Cao Lan, Head of the Cultural and Social Committee of the City People's Council chaired the meeting. Culture and Society Department of the City People's Council examined the draft Resolution document stipulating the fees and charges under the authority of the City People's Council for the implementation of administrative procedures via online form in Hai Phong city.
According to the draft Resolution, the fee rate for carrying out administrative procedures online in the city is "0 VND" with 4 types of fees: Civil status fee; Fees for issuing work permits for foreigners working in Vietnam; Fees for issuance of certificates of land use rights and ownership of assets attached to land in Hai Phong city; Fees for granting construction permits in Hai Phong city. The fee for carrying out administrative procedures online in the city is "0 VND" with 7 types of fees: Secured transaction registration fee in the city. Fee for appraisal of application for issuance of Certificate of land use rights and ownership of assets attached to land in the city. Fee tAppraisal of issuance, re-issuance and adjustment of environmental permits. Fee for appraisal of environmental impact assessment report. Fees for appraisal of license applications in the field of water resources in Hai Phong city. Fees for selection and recognition of mother trees, leading trees, forestry tree seed gardens, and seed forests. Fee for appraisal and issuance of certificate of eligibility for business and operation of sports facilities; Professional sports club in Hai Phong city.
At the same time, verify the draft Resolution document stipulating criteria for foreigners who are experts, scientists, talented people, managers, and highly qualified workers working at enterprises with headquarters in the Free Trade Zone of Hai Phong city.
After listening to the reports and opinions of representatives of departments, branches and units, Mr. Nguyen Cao Lan, Head of the Culture and Society Committee of the City People's Council, recognized and appreciated the initiative and seriousness of the Department of Finance and Department of Home Affairs in developing draft documents for the draft Resolution. At the same time, he emphasized that the promulgation of the Resolution stipulating the fees and charges under the authority of the City People's Council for the implementation of administrative procedures via online form in Hai Phong city aims to continue to effectively deploy and implement the direction of the Prime Minister and the Steering Committee for administrative reform, digital transformation and Project 06/CP of the city; create favorable conditions for subjects to carry out administrative procedures that incur fees and charges; recommend kEncourage people and businesses to participate in online public services in the city, reduce direct records, save social costs, and promote digital transformation.
Regarding the Resolution stipulating criteria for foreigners who are experts, scientists, talented people, managers, and highly qualified workers working at enterprises with headquarters in the Free Trade Zone of Hai Phong city to ensure the legal basis for competent agencies to determine the right beneficiaries of preferential mechanisms and policies; ensure policies are implemented synchronously, effectively and with high feasibility.
To best prepare for the upcoming regular meeting in mid-2026, the Head of the Culture and Society Committee of the City People's Council requested the Department of Finance and the Department of Home Affairs to fully absorb comments from delegates at the meeting and urgently complete the draft Resolution.
