On July 16, the city's working delegation led by comrade Do Thanh Trung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee, visited and worked in Bach Long Vi Special Zone. This is a particularly important business trip, the first time the Chairman of the City People's Committee directly inspected and worked in the Special Zone, a strategic frontier area in the middle of the Gulf of Tonkin.
Along there were members of the Standing Committee of the City Party Committee: Colonel Bui Xuan Thang, Commander of the City Military Command; Bui Van Thang, Director of the Department of Agriculture and Environment and leaders of related departments and branches.

At the meeting, representatives of the leaders of Bach Long Vi Special Zone reported in detail on the implementation of tasks in the first 6 months of 2026. Despite facing specific difficulties of offshore terrain and harsh weather conditions, the Special Zone still strives to maintain the pace of development with the total production value of economic sectors estimated at 325.12 billion VND, an increase of 24.82% over the same period. The political system has initially been synchronously consolidated according to the two-level government model, operating smoothly and effectively. However, the locality also frankly acknowledged the core limitations that need to be removed soon. Accordingly, the fisheries logistics infrastructure system currently cannot meet the scale of serving large vessels, while the transportation and telecommunications infrastructure still lacks connectivity.synchronized. In particular, the shortage of fresh water sources in the dry season and difficulties in attracting and retaining high-quality human resources in the fields of education and health are becoming major barriers, directly affecting the quality of people's lives and long-term development goals.


To solve these problems, leaders of city departments and branches directly participated in discussions and exchanged solutions to solve problems right at the meeting. Representatives of the Departments of Agriculture and Environment, Finance, Construction, Education and Training deeply analyzed the current situation and proposed groups of solutions specific to the islands. Opinions focused on prioritizing budget allocation for key infrastructure projects, adjusting the salary support mechanism and remuneration for officials and experts working in the Special Zone, and reviewing the planning of fisheries logistics service areas to increase the ability to receive large capacity ships. Departments and branches commit to proactively coordinate with the Special Zone to simplify administrative procedures and ensure implementation.Investment projects are implemented quickly and smoothly.

Speaking at the meeting, Chairman of the City People's Committee Do Thanh Trung affirmed that Bach Long Vi is a "living milestone" and an important strategic space in marine economic development associated with protecting national sovereignty. To realize the goals in Decision No. 72/QD-TTg of the Prime Minister, the Chairman requested units to immediately focus on implementing key tasks:
Departments and branches are assigned the task of advising on the overall planning of the Special Zone, in which the Department of Agriculture and Environment presides over the review of land funds to integrate into the 2026 plan. To solve the freshwater problem, the Special Zone coordinates with the Department of Construction to research rainwater collection plans and assign tasks to Hai Phong Water Supply Company to build a solution to provide stable clean water from 2027, with the coordination of budget arrangement from the Department of Finance.

Regarding digital infrastructure, the Department of Science and Technology works with providers to improve internet speed and support digital transformation for health and education. At the same time, relevant departments need to urgently implement a project to preserve aquatic genes, develop policies to prioritize education, plans to preserve medical equipment and include security camera systems in the medium-term public investment plan of the City Police. The Chairman of the City People's Committee also directed the Special Zone to speed up the disbursement of public investment capital, proactively coordinate with consultants and departments and branches to remove obstacles, and at the same time assigned the Department of Finance to research increasing the frequency of Hoa Phuong trains to ensure traffic connection. He emphasized that this is a period that requires high concentration, internal strength and synchronous coordinationto build Bach Long Vi into an exemplary economic and defense center of the Gulf of Tonkin region.


During the work program, the delegation spent time respectfully offering incense at historical and spiritual cultural sites of sacred significance on the island, including the Martyrs' Memorial, the Memorial House of National Heroes and Martyrs, the Temple of Saint Tran, Bach Long Pagoda and Buddha Pavilion. Next, the delegation visited and gave gifts to encourage the forces who are guarding the island day and night, guarding the sea at Bach Long Vi Power Station, the Island Defense Battalion, along with the Navy, Border Guard, Coast Guard, Fisheries Surveillance, and Lighthouse units. The Chairman of the City People's Committee also thoughtfully visited the lives and work of officials and teachers of the Primary School - Kindergarten, the Civilian Military Medical Center and the Youth Volunteer League, affirming the city's recognition of the sacrifices and contributions of the army and people on the island./.
