Foreign relations, integration, development cooperation and international economic integration have been expanded. Hai Phong city has maintained and achieved double-digit growth for 10 consecutive years, the provincial competitiveness index (PCI) and administrative reform index (PAR Index) are continuously in the leading group in the country; Especially in 2024, Hai Phong tops the rankings of all three PCI, PAR Index and SIPAS indexes.
