Bounce back after difficulties
During its golden age from 2005 to 2008, the shipbuilding industry in the city with the participation of nearly 50 shipbuilding enterprises, created jobs for tens of thousands of workers. Among them, we must mention famous shipbuilding enterprises such as: Bach Dang, Ben Kien, Nam Trieu, Tam Bac, Pha Rung...
Since then, Hai Phong has become the mechanical shipbuilding center of the country, where many large, specialized and modern ships are born for domestic and foreign partners. The above businesses make important contributions to the socio-economic development of Hai Phong city.
However, after a golden period, there came a period of decline due to many reasons, shipbuilding businesses encountered difficulties due to no production orders or partners canceled orders, many businesses struggled to maintain operations, especially businesses under the Vinashin Group.
In 2010 and early 2011, many factories in shipbuilding enterprises had to close, workers were unemployed, and many unfinished ships had to wait for capital and find new customers.
Therefore, shipbuilding enterprises are in disarray, workers leave the company, and the unit faces the imminent risk of bankruptcy. According to a report from the Hai Phong Tax Department, by the end of September 2021, the total tax debt of Vinashin businesses was 256 billion VND.
But with the direction and support of the State in restructuring the shipbuilding industry, along with the determination of shipbuilding enterprises, the shipbuilding industry in Hai Phong gradually recovered, through orders from customer partners.
Mr. Le Doan Tam, Director of Pacific Shipbuilding Joint Stock Company, headquartered at the foot of Khue bridge, Tien Lang town, Tien Lang district, said that after a period of time the shipbuilding industry in Hai Phong faced difficulties in the general context, now the business has overcome the difficulties, looking for partners to restore and maintain production. In 2020, the company signed contracts with partners to build 4 ships, with tonnage from 5,000 to 11,000 tons.
At one time, the company employed more than 1,000 workers. To date, the business has completed 3 ships and is preparing to complete an 11,000 ton ship in a 4-ship contract to hand over to partners. In the coming time, businesses will continue to promote finding partners to receive new orders and create jobs for business workers.
Similarly, at Pha Rung Shipbuilding Company (Thuy Nguyen district headquarters) in June 2020, successfully launched the 23,500 DWT bulk carrier No. 1 named "TRUONG NGUYEN STAR".
At the same time, it continued to sign a contract to build a new 23,500 DWT bulk carrier No. 2. Next, in October 2021, this enterprise also held a contract signing ceremony and cut steel sheets to build a new 13,500 ton deck crane and cargo barge named GLOBAL 01 with Global Construction and Services Joint Stock Company.
In addition, a number of other shipbuilding businesses are also waking up after a long period of "hibernation" by actively looking for new partners and orders.
“Light a torch” to find students
However, joy comes with worries when most businesses are "thirsty" for highly skilled workers because ship training schools are always in a state of "burning" looking for students. Hai Phong is a key industrial city with a long history in the shipbuilding industry.
According to Resolution 45 of the Politburo, Hai Phong will be built into a key marine economic center of the country, a leading maritime center in the region. Therefore, the shipbuilding industry has an important position to realize the above goal. However, there is a paradox that currently training majors in ship manufacturing have difficulty enrolling students.
Central College of Transport II (headquarters in Hong Thai commune, An Duong district) along with Maritime University are specialized schools for vocational training related to ships located in Hai Phong city.
Mr. Nguyen Duy Vinh, Head of Training Department, Central College of Transport II, said that with the characteristics of being a spearhead school in shipbuilding vocational training, it provides human resources to the northern provinces and cities for shipbuilding enterprises.
The school provides training in the following majors: ship hull manufacturing technology, ship electricity, ship engine repair. At times, the ship hull manufacturing industry had 600 students enrolled, and the rate of graduates having jobs reached 100% working at large shipbuilding enterprises inside and outside the city.
However, up to now, the above occupations have had difficulty recruiting students, and for many years they have not been able to recruit students.
Meanwhile, the Shipbuilding industry has begun to recover in the past 2 years. Many shipbuilding businesses inside and outside the city have come to the school to recruit students but have been unable to recruit them.
To overcome the shortage of skilled labor, shipbuilding enterprises coordinate with schools to accept unskilled workers and provide vocational training for company workers.
However, when organizing the study, the workers all gave reasons that they would quit work if the business allowed them to study. For example, the case of Central College of Transport 2 coordinated with shipbuilding enterprises in Quang Ninh province.
According to research, the reason shipbuilding professions do not attract students is because the salary for the profession is not high and they have to work in a toxic environment.
Meanwhile, currently there are many options to work in high-paying industrial zones, the work is less strenuous, so it attracts a large number of unskilled workers to the factories.
To overcome the shortage of students studying professions related to shipbuilding, the school has recently implemented many solutions to overcome difficulties.
Mr. Nguyen Van Tuan, Principal of Central College of Transport 2, stated the solution: the school has coordinated with shipbuilding businesses, organized career counseling for students on choosing a career, and committed to jobs at businesses for students when studying shipbuilding professions.
The school offers tuition exemptions and reductions for pupils and students studying shipbuilding. In particular, the school actively cooperates with countries with advanced and modern shipbuilding industries to train and transfer technology to students.
Up to now, the school has cooperated with the Federal Republic of Germany to open 2 vocational training classes: Ship electricity and Ship hull manufacturing technology with 32 students participating. These students will receive training costs and have job opportunities at shipbuilding enterprises in Germany after completing the course.
