On May 29, 2024, the Government Office had Official Dispatch 3701/VPCP-KSTT on the transfer Change and use VNeID accounts in carrying out administrative procedures.
In order to effectively deploy this content and limit the impact on the reception and settlement of administrative procedures documents at ministries, branches and localities, the Government Office respectfully requests the Ministers of Ministries, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities, and General Director of Vietnam Electricity to pay attention and direct affiliated agencies and units to focus on implementation. some of the following content:
(1) Convert and clean citizen accounts on the Information System for handling administrative procedures at ministerial and provincial levels and systems related to handling administrative procedures to VNeID before July 1, 2024 according to the provisions of Decree 59/2022/ND-CP.
For Vietnamese citizen accounts, the conversion is carried out according to the instructions of the Ministry of Public Security. For other accounts (organizations, businesses, foreigners), make the conversion after receiving written instructions from the Ministry of Public Security.
(2) Propagate, disseminate, and guide organizations and individuals carrying out administrative procedures and officers, civil servants, public employees, and workers at the One-Stop Shop at all levels, agencies and units receiving and handling administrative procedures and notifying and guiding on the Information System for handling administrative procedures on converting National Public Service Portal accounts to VNeID from June 15, 2024, including some of the following content:
– Citizen account registration and login function:
Citizens register and log in to accounts on the National Public Service Portal using the only method of VNeID account from June 15, 2024.
If you have any difficulties during the process of registering or logging into your VNeID account, please contact the Ministry of Public Security (Hotline 1900.0368) for support.
– Remove the function of creating citizen accounts for the role of officials and civil servants at the one-stop shop on the National Public Service Portal.
– Accounts of organizations and businesses on the National Public Service Portal are maintained and used as currently and are converted after receiving written instructions from the Ministry of Public Security.
Thus, from July 1, 2024, when registering and logging in to an account on the National Public Service Portal, individuals will only use the VNeID account to perform these procedures.
Procedures for registering an electronic identity account for Vietnamese citizens
Specifically in Article 14 Decree 59/2022/ND-CP regulates the order and procedures for registering electronic identity accounts for Vietnamese citizens as follows:
(1) Register for a level 1 electronic identification account via VNeID application for citizens who already have a Citizen Identification card with an electronic chip
– Citizens using mobile devices download and install the VNeID application.
– Citizens use the VNeID application to enter information about personal identification numbers and phone numbers or email addresses; Provide information according to instructions on the VNeID application; Receive portrait photos by mobile device and send a request for an electronic identification account to the electronic identification and authentication management agency via the VNeID application.
– The electronic identity management agency notifies the account registration results via VNeID application or SMS message or email address.
(2) Register for a level 2 electronic identity account
– For citizens who have been issued a Citizen Identification card with an electronic chip:
Citizens go to the police station of their commune, ward, town or the place where they carry out procedures for issuance of Citizen Identification cards to carry out procedures for issuance of electronic identification accounts. Citizens present their Citizen Identification card with an electronic chip, provide information about their phone number or email address, and request additional information to be integrated into their electronic identification account.
Receiving officers enter the information provided by citizens into the electronic identification and authentication system; Take portrait photos, collect fingerprints of citizens coming to complete procedures to authenticate with the Citizen Identification Database and confirm consent to register to create an electronic identification account.
The electronic identity management agency notifies the account registration results via VNeID application or SMS message or email address.
– The Police Department issues level 2 electronic identification accounts along with Citizen Identification cards in cases where citizens have not yet been granted Citizen Identification with an electronic chip.
