(Haiphong.gov.vn) - The City People's Committee has just issued a Plan to implement Resolution No. 02/NQ-CP dated January 1, 2022 of the Government on implementing key tasks and solutions to improve the business environment and enhance national competitiveness in 2022 in Hai Phong city.

Efforts to improve the business investment environment through administrative procedure reform
The plan aims to strongly improve the business environment, promote the removal of difficulties and obstacles caused by the negative impacts of the Covid-19 epidemic, promptly support people and businesses to restore production and business, adapt flexibly and effectively to the epidemic. Strive to achieve targets according to the city's 2021-2022 Competitiveness Index (PCI) Enhancement Plan to improve the business environment, maintain the city's PCI ranking position in the group of 10 leading provinces and cities in the country and in the group of localities with good economic management quality.
In 2021, Hai Phong has made efforts to improve the business investment environment by promoting administrative procedure reform, creating favorable conditions for people and businesses to reduce travel time and costs incurred. As of the end of 2021, the city has provided 1,232 online public services; Among them, there are 1,002 level 4 online public services; 230 level 3 online public services; Issuing new and changed business registration certificates online, accounting for 100% of documents; Enterprises paying taxes electronically reached 99.64%; Electronic tax refund records reach 100% of businesses generating tax refunds in the case of investment and export; 100% of businesses are operating electronic tax declaration; Enterprises declare and pay social insurance, health insurance, and unemployment insurance quarterlye-transactions reached 98.02%... Many activities to support the city's startup community have been carried out. These activities have been contributing to forming the city's innovative startup ecosystem, creating a strong spillover from the business community to the social community and achieving many positive results.
Supporting people and businesses to recover production and business due to the negative impacts of the Covid-19 epidemic
To drastically implement and continue to create stronger changes in the business environment and improve competitiveness in the city. The City People's Committee requires Departments, branches, units, and districts to carry out Digital Transformation tasks and solutions according to the "National Digital Transformation Program to 2025, orientation to 2030" in sync with the implementation of PAR. In particular, we focus on applying IT to make processes and procedures transparent; Connect, share, and open data to serve state management and socio-economic development.
Resolutely reduce and simplify administrative procedures, reduce compliance costs in all areas, focus on researching solutions to reform administrative procedures for digital transformation projects, energy conversion, green projects...; linking administrative procedure reform with building e-Government, moving towards digital Government. Receive and promptly and effectively handle feedback and recommendations from businesses and people about difficulties, obstacles, and inadequacies in implementing regulations related to investment and business activities...
