According to the report of the City's Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense, the situation of storm damage in the city as of 12:00 on September 8, 2024, 2 people died (in Tien Lang district, Thuy Nguyen), 18 people were injured due to broken glass, corrugated iron roofs... and were given first aid at district and district medical centers. Preliminary statistics as of 12:00 on September 8, 2024: damaged houses: 528 houses; schools: 128 schools; Medical facilities: 13 facilities; Working headquarters: 104 headquarters; Power stations: 3 stations; Farms: 210 establishments; Electric poles and lighting poles: 367 poles; Transceiver stations: 3 stations; traffic signs: 807 pieces; Broken and fallen trees: 6,059 trees; Rice and crops damaged: 16,735 hectares; Fruit trees: 1,200 trees; Aquaculture area: 48 hectares.
About the power grid incident causing widespread power outages: By 4:00 p.m., 5/5 220KV stations and 34/38 110KV stations had been restored; There have been 615,000/793,816 customers in the inner city area using electricity, currently the forces are coordinating to try to fix the remaining customers in the inner city area on September 8, 2024. Priority is given to focusing on repairing electricity for medical facilities, industrial parks, schools, and clean water supply stations to serve production and people's needs, completed on September 8, 2024.

Currently, 2/4 of the water supply plants for the inner-city districts have been restored, supplying about 80% of the population in the inner-city districts. It is expected that on September 8, 2024, 2 more plants will be restored and enough water will be supplied to 100% of urban districts. Water plants in rural areas will operate immediately to supply water to people when they receive electricity. Forces are cleaning up fallen trees and trash so that network operators can restore the telecommunications system as soon as possible. Forces in the city are mobilizing their total strength to collect waste; Restoration of fallen trees on traffic routes to ensure smooth traffic, especially traffic routes between localities completed on September 9, 2024...
Storm No. 3 has severely affected physical facilities, technical infrastructure, and public works in the city. Organizing a comprehensive recovery and ensuring the fastest return to normal operations requires focusing resources as well as support from central agencies. Therefore, at the meeting, Hai Phong city requested the Prime Minister to pay attention and provide financial support for the city to quickly overcome the consequences of natural disasters; Direct the Ministry of Industry and Trade and the Ministry of Information and Communications to support the city to soon restore stable power supply and communication systems and telecommunications networks in the city.

Speaking at the meeting, Prime Minister Pham Minh Chinh sent greetings and condolences from General Secretary, President To Lam and other Party and State leaders to the Party Committee, government, army and people of Hai Phong city. At the same time, he praised and highly appreciated the Party Committee, government, political system, army and people of Hai Phong for seriously implementing the directions of the Government, Prime Minister, and instructions of specialized agencies in storm prevention, thereby minimizing damage caused by storms.
To quickly return all activities to a normal state, the Prime Minister requested the city to continue to review and make complete and accurate statistics on damages, calculate plans, and deploy support for damaged families, especially families with deaths or injuries; Mobilize forces to participate in cleaning and sanitizing the environment; inspect and ensure food safety; Immediately fix power outages and telecommunications outages as soon as possible; Urgently repair damaged educational and medical facilities so that students can return to school as soon as possible, ensuring medical examination and treatment places for people.
The Prime Minister requested the city to proactively deploy according to its authority and propose support policies on loans, interest rates, extension, postponement, debt restructuring, exemption, reduction, extension of taxes, fees, charges... to support people and businesses to restore production, business, employment, and livelihoods. Along with that, establish Working Groups to inspect, urge and resolve difficulties, problems and emerging issues in districts; ensure security, safety, and people's safety; control prices of essential goods; Review and resolutely relocate people from unsafe old apartments and create new living conditions for people; ensure smooth traffic; propagate and guide people to overcome the consequences of natural disasters and promote the spirit of solidarity, mutual love and mutual support.
