VneID is an application developed by the National Population Data Center, Ministry of Public Security based on the application of population data, electronic identification and authentication, and has the value of replacing traditional documents and identifying citizens in the digital environment.
Electronic identity accounts create tools for people to make transactions in an electronic environment that are reliable, accurate, fast, simple, economical, and effective like making transactions with traditional methods (identification documents, face-to-face meetings...). Besides, it also creates truly convenient tools so that citizens can transact anytime, anywhere, especially with essential transactions while still ensuring strict management, security, information safety, data security, avoiding tampering to help keep transactions safe.
When people are granted mobile phone accounts, all documents will be integrated into the electronic identification account to help citizens minimize personal documents. Just using the National mobile phone application can ensure that information about documents has been fully integrated with legal effect to replace traditional physical documents such as driver's license, vehicle registration, health insurance,... as well as use in the electronic environment. death.
In addition, mobile phones also create utilities to help citizens provide and share their information with agencies, organizations, and businesses through scanning QR codes or other technical solutions to ensure speed, convenience, security, and reliability. Building an ecosystem that creates convenience for people in all fields such as public services, e-commerce services, electronic payment platforms, non-cash payments and replacing citizens' documents in electronic transactions.
Citizens are completely free when registering for electronic identification.

– If they match, create an electronic identification account and send a request to activate the account to the registrant via registered phone number or email; The registrant performs the activation as required by the Electronic Identification and Authentication System.
– Citizens can register themselves for a level 1 electronic identity account on their smartphone, then receive an activation message to activate the account and log in using the level 1 electronic identity account.
– In case citizens need to register for level 2 electronic identification to integrate the information displayed on the national electronic identification application for documents such as driver's license, vehicle registration, social insurance, health insurance, they should bring a chip-attached CCCD, the documents need to be integrated through the district police to register to integrate an electronic identification account.
Individuals who register for electronic identification and have electronic identification accounts have the following rights and obligations:
– Comply with regulations on electronic identification registration and electronic authentication; Use electronic identity accounts to carry out administrative procedures in the electronic environment and other electronic transactions.
Provide and be responsible for the documents and information provided to the authorities to create an electronic identity account.
– Manage and secure electronic identification account information, do not let others use your electronic identification account, ensure safe use of electronic identification account.
– Responsible for transactions made and regulations of relevant parties regarding electronic transactions.
– Be informed about the status of your eID account.
Note: The 2020 Residence Law stipulates that household registration books and temporary residence books will no longer be valid after December 31, 2022 (Article 38 of the Residence Law). From January 1, 2023, all citizens when handling administrative procedures will only use CCCDs with chips and electronic identification.
