The city's economy continues to grow, higher than the national average and other provinces and cities. Gross product in the city GRDP (comparative price in 2010) is estimated to increase by 12.38%, although not reaching the set plan (13.5% plan), but is a high growth rate in the group of leading provinces and cities in the country. Total state budget revenue in the area is estimated at 90,421.01 billion VND, reaching 117.2% of the estimate assigned by the Central Government and 101% of the estimate assigned by the City People's Council, of which: revenue from import-export activities is estimated at 54,000 billion VND, reaching 109.1% of the estimate assigned by the Central Government and 101.9% of the estimate assigned by the City People's Council; Domestic revenue is estimated at 35,000 billion VND, reaching 133.1% of the estimate assigned by the Central Government, reaching 100% of the estimate assigned by the City People's Council. Attract investment capital tForeign direct investment (FDI) is estimated at 3.13 billion USD, an increase of 91.44% over the same period, exceeding the set plan, and being in the group of leading localities in the country in attracting FDI.
Main economic indicators continued to grow over the same period: the index of industrial production (IIP) increased by 18.5%; export turnover 25.11 billion, up 23.19%; output of goods through the port was 150.16 million tons, an increase of 7.36%; Total social investment capital is 173,975 billion VND, an increase of 1.32%. Public investment capital is focused on promoting disbursement.
The city has commenced and inaugurated a number of large works and projects in the fields of transportation and urban areas, contributing to enhancing its position and paving the way for development in many socio-economic fields of the city. Regarding the results of implementing the main socio-economic targets: There are 13/19 socio-economic targets that completed the planned goals, including: (1) Index of industrial production (IIP); (2) State budget revenue; (3) Export turnover; (4) Contribution proportion of total factor productivity (TFP) to GRDP; (5) Construction of new rural areas; (6) Attract FDI capital; (7) Unemployment rate in urban areas; (8) Number of workers given jobs; (9) Percentage of trained workers; (10) Reduction in poverty rate (according to the national poverty standard for the period 2016-2020); (11) Proportion of population participating in health insurance; (12) Percentage of households using clean water according to standards; (13) Percentage of urban wastewater treated to meet technical standards.
There are 6/19 socio-economic indicators that did not complete the planned goals, including: (1) GRDP growth rate of total product in the area; (2) GRDP per capita (current prices); (3) Total investment capital of the whole society; (4) Output of goods through the port; (5) Attract tourists; (6) Percentage of solid waste collected and treated hygienically.

The city sets out 19 groups of economic, social and environmental indicators. Economic indicators include: GRDP growth rate (2010 comparative prices) increases by 13% or more compared to 2021, of which: agriculture, forestry and fishery group increases by 1.16%; Industry and construction groups increased by 19.25%; service group increased by 5.15%; Taxes and product subsidies increased by 9.0%. GRDP per capita (at current prices) reached 7,300 USD; (3) Index of industrial production (IIP) increased by 19% - 20%; The proportion of processing and manufacturing industries in GRDP reached 46.66%; The proportion of value of high-tech industrial products in the processing and manufacturing industry reached 53%. State budget revenue in the area is 105,645.46 billion VND, of which domestic revenue is 41,000 billion VND; Customs revenue reached 60.000 billion VND. Total social investment capital reached 200,000 billion VND; Output of goods through the port reached 168 million tons; Export turnover reached 31 billion USD; Attracting about 4.5 million tourists; Building new rural areas: 100% of districts meet new rural standards; Complete the construction of model new rural areas in 14 communes by 2021; Continue to build 35 model new rural communes. The rate of trained workers reached 86%, of which the rate of workers trained for 3 months or more with diplomas and certificates was 37%; The rate of population participating in health insurance reached 92%; The poverty rate (according to the poverty line for the period 2021-2025) decreased by 0.5%.
Environmental indicators include: The percentage of households using clean water according to standards is 100%. The rate of solid waste collected and treated: in urban areas reaches 100%; Rural areas: collection reaches 95%, hygienic treatment reaches 71%. The rate of urban wastewater treated to meet technical standards is 21.2%.
At the same time, 10 main groups of tasks and solutions to be implemented in 2022 are proposed: (1) Focus on flexibly and effectively implementing the goal of both preventing and fighting the Covid-19 epidemic and developing socio-economic development. (2) Improve the business investment environment, attract and effectively use resources for development investment; Strengthen discipline in budget revenues and expenditures, and use expenditure sources economically and effectively. (3) Continue to innovate the growth model, restructure the economy according to the development orientation of 3 main pillars: high-tech industry; seaport – logistics; tourism - trade. (4) Construction, development and modernization of Hai Phong urban area; Develop synchronous and modern transport infrastructure. (5) Industry restructuringAgriculture is associated with building model new rural areas. (6) Improve the quality of education and training, promote scientific research, technology application, promote innovation and digital transformation. (7) Managing resources, protecting the environment, proactively and effectively responding to climate change and sea level rise.
