The report evaluating the results of implementing the cooperation program between Hai Phong city and Quang Ninh province clearly states that Hai Phong city and Quang Ninh province are two localities with important economic, defense and security positions for the cause of building and protecting the Fatherland; is the growth pole of the Northern Key Economic Region, a key point for marine economic development of the country. The construction and joint development of Hai Phong and Quang Ninh has an important driving force for the Northern Key Economic Region, the Red River Delta and the whole country. During the process of construction and development, the two localities have had close traditional relations in the fields of Party building, socio-economic development and firmly ensuring national defense and security.

To continue to effectively implement the Central Resolutions in the coming time, especially Resolution No. 45-NQ/TW dated January 24, 2019 of the Politburo on building and developing Hai Phong city to 2030, with a vision to 2045, at the working session, leaders of the two provinces and cities discussed and determined to focus on implementing appropriate contents. Cooperating in key areas such as: Continuing to improve the effectiveness of Hai Phong - Quang Ninh tourism development linkage; cooperate on preserving, embellishing and promoting the value of historical relics along the Bach Dang river; cooperation on environmental protection in bordering areas, coastal areas, bays and Chanh and Bach Dang rivers; cooperate to exploit development spaceSharing the area of Lach Huyen and Dam Nha Mac; Developing transport infrastructure connecting Quang Ninh - Hai Phong; Coordinate the work of ensuring security and order and preventing crime in adjacent areas between the two provinces and cities.
