The two sides have come to a very important agreement on the direction and necessary steps, showing that the project is likely to be implemented, opening up huge opportunities for a very potential industrial production sector for Hai Phong: Electricity production.
Opening up new industries
To reach today's results, between Hai Phong and Exxol Mobile; Jera has had a very careful and thorough research and study process. Accordingly, since 2018, the investor and consultant Royal Haskoning and the Energy Institute have researched the market and technical conditions (maritime conditions, electricity and gas fields, current status and needs...) of Vietnam, worked with localities and focused on a number of potential locations including Hai Phong. By 2019, Hai Phong was officially selected as the investment location and officially proposed the project. Exxol Mobile then reported to the Prime Minister, submitted project proposals and additional planning reports to the city and the Ministry of Industry and Trade. October 2020 took place rA memorandum of understanding signing ceremony between Hai Phong-Exxon-Jera city related to project research and development at the Asia-Pacific Economic Conference under the support of the US and Japanese Governments within the framework of JUSEP strategic energy cooperation. In 2021, the investor has conducted a pre-feasibility study for the project in Tien Lang; meeting and reporting to National Assembly Chairman Vuong Dinh Hue; Secretary of Hai Phong City Party Committee Tran Luu Quang; Minister of Industry and Trade Nguyen Hong Dien in November 2021 completed the study to report to the city and waited for electricity planning 8 to have a legal basis for official submission and proceed with the next steps according to Vietnam's regulations.
The feasibility of the project is also demonstrated by the very high determination of investors and Hai Phong city. City leaders affirmed that they will support and create all conditions for project implementation. Mr. Peter R. Lavoy, Senior Director, Global Government Relations, ExxonMobil Corporation emphasized: during the process of researching and surveying localities near the sea in Vietnam, ExxonMobil found that Hai Phong is the only locality that meets the conditions to realize the largest scale LNG project in Vietnam. This is also proof of the effectiveness of the cooperative relationship between Vietnam and the United States, Japan...
Not only ExxonMobil, many clean energy corporations and businesses at home and abroad are also heading to Hai Phong with great expectations. Regarding gas power, in addition to ExxonMobil, Vingroup has also proposed to Hai Phong to build an LNG gas power plant on Cai Trap island, Cat Hai district, with a capacity of 1600 MW.
In addition, Hai Phong also attracts many investors who want to produce offshore wind power. The largest of which is the project implemented by Orsted Group (Denmark) in partnership with T&T Group Joint Stock Company. Bitexco Energy Joint Stock Company proposes to build an offshore wind farm in Bach Long Vi island district with a capacity of 3,300MW; Xuan Thien Ninh Binh Company Limited proposes a wind power project with a capacity of 3,000MW; Xuan Cau Company Limited proposes a project with a capacity of 3,000MW; Trung Nam Construction Investment Joint Stock Company proposed a project with a capacity of 3,000MW... It can be seen that Hai Phong's wind energy resources are quite abundant, the ability to produce wind energy is very feasible with the appearance of many high-caliber investors.
In addition to gas and wind power, Hai Phong is also promoting the necessary steps to produce waste power. Specifically, the city is inviting investment to build waste treatment plants to generate electricity. Accordingly, there will be a factory in Dinh Vu, Hai An district with a power generation capacity of 40MW; 1 factory in Tran Duong commune, Vinh Bao district with capacity of 20MW. With these factories, Hai Phong has not only solved the waste problem that is quite painful in both urban and rural areas today, but also has a new source of energy.
Large scale, modern technology
According to leaders of the Department of Industry and Trade, the newly proposed projects are all very large in scale and have capital of up to billions of dollars. Exxon Mobil Group's LNG Gas Power Plant Complex project has a total investment of about 5.09 billion USD. The project uses mixed gas turbine technology, divided into 2 phases: phase 1: 3x750MW put into operation in 2026-2027; Phase 2: 3x750MW put into operation in the period 2029-2030.
The project proposed by Orsted Group and T&T has a total capacity of 3,900MW; Total investment amounted to 11.9-13.6 billion USD. The proposed research location is the sea off the southeast coast, about 14km from Bach Long Vi island; with an area of about 870km². The project will generate about 13.7 billion kWh of annual electricity production.
Leaders of the Department of Industry and Trade said that Hai Phong city has a complete system of deep-water ports, international airports, and modern and convenient connecting roads. Therefore, the city's industry develops rapidly, the industrial production index grows nearly 20%/year; Electricity consumption is increasing rapidly, expected to double by 2030 compared to today. Therefore, the desire of many large corporations and businesses to invest in clean energy projects in Hai Phong is an inevitable trend, best meeting future electricity requirements.
Determining clean energy production as a new industry with great potential, at recent working meetings of Government leaders and leaders of ministries and central branches in Hai Phong, the city proposed and recommended that the Ministry of Industry and Trade and the Government pay attention, create conditions, and add the above specific projects of Hai Phong to Power Planning 8. Thus, Hai Phong will have enough conditions to attract investment in the field of full industrial production. this potential; contributing to bringing Hai Phong's industry to a strong breakthrough, worthy of being one of the city's three economic pillars./
