Draft Decision amending and supplementing a number of articles of Decision No. 191/2025/QĐ-CTUBND on the management and decentralization of authority to decide on public asset management

DECISION
Amending and supplementing a number of articles of Decision No. 191/2025/QĐ-CTUBND dated October 17, 2025 of the City People's Committee on the management and decentralization of authority to decide on public asset management under the management scope of the President of Hai Phong City People's Committee

Pursuant to the Law on Organization of Local Government No. 72/2025/QH15;

Pursuant to the Law on Promulgation of Legislative Documents No. 64/2025/QH15, as amended and supplemented by Law No. 87/2025/QH15;

Pursuant to the Law on Management and Use of Public Assets No. 15/2017/QH14, as amended and supplemented by Law No. 56/2024/QH15 and Law No. 90/2025/QH15;

Pursuant to the Government's Decree No. 186/2025/NĐ-CP dated July 1, 2025 detailing a number of articles of the Law on Management and Use of Public Assets;

Pursuant to the Government's Decree No. 286/2025/NĐ-CP dated November 3, 2025 amending and supplementing a number of articles of Decrees in the field of management and use of public assets;

At the proposal of the Director of the Department of Finance in Statement No. …/TTr-STC dated …/…/2026;

The President of the City People's Committee hereby promulgates the Decision amending and supplementing a number of articles of Decision No. 191/2025/QĐ-CTUBND dated October 17, 2025 of the President of the City People's Committee on the management and decentralization of authority to decide on public asset management under the management scope of the President of Hai Phong City People's Committee.

Article 1. Amending and supplementing a number of provisions of Decision No. 191/2025/QĐ-CTUBND dated October 17, 2025 of the President of the City People's Committee

1. Replace the phrase “, means of transport with a revalued value of VND 50 million or more/01 asset unit” with “or with a revalued value of VND 50 million or more/01 asset unit in cases where the asset has not been tracked in the accounting books” in Clause 1, Article 9 and Clause 2, Article 10.

2. Replace the phrase “, non-business public works with a revalued value of VND 50 million or more/01 asset unit” with “or with a revalued value of VND 50 million or more/01 asset unit in cases where the asset has not been tracked in the accounting books” in Clause 1, Article 10.

3. Add the phrase “in cases where the asset has not been tracked in the accounting books” after the phrases stipulating the revalued value of assets in Article 9 and Article 10, specifically:

a) After the phrase “revalued value of over VND 200 million/01 asset unit”;

b) After the phrase “revalued value of up to VND 200 million/01 asset unit”;

c) After the phrase “revalued value of up to VND 100 million/01 asset unit”.

Article 2. Effect and implementation organization

1. This Decision takes effect from the date of … month … year 2026.

2. The Chief of the Office of the City People's Committee; Directors of the City's Departments, boards, and branches; Presidents of commune-level People's Committees; and Heads of relevant agencies and units shall be responsible for implementing this Decision./.
