(Haiphong.gov.vn) - On the afternoon of March 17, Mr. Nguyen Duc Tho, Vice Chairman of the City People's Committee chaired the inspection of the progress of the Project to renovate and upgrade Highway 37 section passing through Hai Phong city (phase 1). The project to renovate and upgrade Highway 37 section through Hai Phong city (phase 1) was approved by the Ministry of Transport in October 2017 and approved for adjustment in June 2021. After renovation and upgrading, the road meets level 3 delta standards with a design speed of 80km/h, 12m wide roadbed, 7m wide road surface, 2 x 2m wide reinforced shoulder, 0.5m x 2 wide dirt shoulder, the first section connects to Thai Binh province, the last point connects to Hai Duong province. The project passes through 9 communes of Vinh Bao district with a total length of more than 11.6km.
The total area of land recovered is 24.5 hectares, with land recovered from 995 organizations and individuals. Currently, the People's Committee of Vinh Bao district is implementing compensation and site clearance support for the project, and has handed over more than 23 hectares of land (reaching 94%) to implement the project. Regarding the construction work, the contractor consortium has received the handed over site and implemented the project, digging 6.5 km of road base; Spreading geotextile, sanding the road base, constructing cross-road culverts and improving ditches, etc. The implemented value is estimated at 31 billion VND (reaching 10.5% of the contract value).

Up to now, the project still has some problems in site clearance when there are still 23 households in Nhan Hoa commune (on National Highway 10) building houses on agricultural land leased by the Commune People's Committee since 2003; 28 households have land that must be recovered in Hung Tien, Vinh Quang, and Nhan Hoa communes; 16 households voluntarily changed land use purposes, created and built works on agricultural land, and planted perennial crops on annual crop land. There are 6 locations that need to move 35Kv medium voltage power lines and 12 locations that need to move 0.4Kv low voltage power lines; Move water supply lines and telecommunications cables.

To carry out site clearance work effectively, Vice Chairman of the City People's Committee Nguyen Duc Tho requested the Vinh Bao District People's Committee to soon approve the plan and complete the dossier to submit to the City People's Committee in March 2022 for 23 households in Nhan Hoa commune. Regarding 9 households in Vinh Long commune, hand over to Vinh district People's CommitteeBao proactively reviews households whose land is used for improper purposes and thoroughly handles violations. For resettlement areas, localities need to review and mobilize households and come up with appropriate plans to create high consensus among the people. For electricity, water supply and telecommunications projects, it is necessary to urgently prepare plans and prepare technical reports to send to competent agencies for appraisal. At the same time, he assigned the Project Management Board to coordinate more closely with the district and communes where the project passes through to mobilize people to create high consensus; Review local recommendations. Contractors following the critical schedule will complete site clearance work in May 2022; In particular, related to the two bridges in the priority project, agreed with the localitiesHand over the construction site early.
The construction progress is being accelerated
Department of Transport urges investors, contractors and relevant units and localities to ensure the proposed project progress. Continue to propose that the Ministry of Transport implement phase 2 of the project. Coordinate with localities to set boundary markers within the corridor of the route to avoid re-encroachment.
