Vice Chairman of the City People's Committee Nguyen Duc Tho inspected site clearance work at the old route through the residential area of Phu Long commune.
(Haiphong.gov.vn) - On the morning of March 24, Vice Chairman of the City People's Committee Nguyen Duc Tho inspected the progress of the investment project to upgrade and expand the Cat Hai - Cat Ba cross-island route (Cai Vieng - Moc Trang section). Accompanied by leaders of relevant departments, functional branches, units and localities.

According to the report of the Hai Phong Traffic Construction Investment Project Management Board, the investment project to upgrade and expand the cross-island route Cat Hai - Cat Ba (Cai Vieng - Moc Trang section) was approved by the City People's Committee in Decision No. 2275/QD-UBND dated November 20, 2007. Scale of old route items, implementation of unfinished volume and adjustment to expand about 450m of traffic road (starting from Cai Vieng ferry), widening the roadbed from 12m to 25m, road surface from 11m to 12m; Add asphalt concrete to the entire road surface; Adding a new route avoiding the residential area of Phu Long commune with a length of about 3km, road base 25m wide, road surface 12m wide; On the new route, build 01 reinforced concrete bridge with length L=108.25m; Supplementing, upgrading and improving roadskm31+433 is 210m long; lighting system and greenery from Cai Vieng ferry terminal, running along the new route to the intersection with provincial road 356...
Regarding site clearance work, the project is located in Phu Long commune with a total recovered land area of 23.55 hectares; Of which the land acquisition area on the new route is 14.10 hectares, 100% of which has been completed; For the old route section through residential areas, the area needing land clearance is 9.45 hectares. The biggest problem currently is 09 cases with an area of 603.2 m2 that have received compensation and support funds since 2011 but have not yet handed over the site; 27 cases have not agreed to receive compensation and support funds... Currently, Cat Hai district is actively propagandizing and mobilizing households and individuals to receive money and hand over the site as soon as possible, striving to complete site clearance work and hand over to the Project Management Board and contractors for construction work by March 31, 2022.

The contractor is actively constructing on the handed over site.
Regarding the construction work, up to this point the contractor consortium has completed the foundation, road surface, drainage, traffic safety section from Cai Vieng ferry terminal to the road to Hoang Yen wharf and the section from the old Phu Long bridge to Moc Trang with a length of 4.0/5.4km; The section through the residential area of Phu Long commune, 1.3km long, has constructed a drainage system across the road, spread coarse-grained asphalt concrete on the old road surface about 4.0m... At the meeting, the contractors committed that if they are handed over a clean site, they will focus on manpower and equipment to speed up the construction progress and ensure quality.

Emphasizing the significance, this is an important lifeline that will contribute to perfecting regional transport infrastructure links, promoting socio-economic and tourism development as well as ensuring national defense and security of Cat Hai district in the coming time. Concluding the direction at the meeting, Vice Chairman of the City People's Committee Nguyen Duc Tho stated clearly that in recent times, site clearance work to serve the project has not been really drastic. The Vice Chairman requested Cat Hai district to urgently focus on resolving land clearance for the case of 36 households and 2 organizations, determined to complete the land clearance work by March 31, 2022. In the immediate future, according to Vice Chairman Nguyen Duc Tho, Cat Hai district needs to coordinate with the Investor and contractors to continue to promote propaganda and organizeEager to dialogue to remove difficulties facing people; assign the Department of Natural Resources and Environment to support Cat Hai district in resolving land procedures, compensation, and site clearance support; assigned the Project Management Board to direct the contractor to prepare a detailed critical progress chart to accelerate construction of work items along the entire route, striving to technically open the project to traffic on April 30 and May 1; Regarding Phu Long commune's proposal to withdraw kiosks from a number of households right next to Phu Long bridge to ensure ventilation, traffic safety, and aesthetics of the area, the Vice Chairman agreed on the policy and assigned the Investor and the district to coordinate the proposal...
