The Department of Finance would like to attach the following documents. We recommend that agencies, investors, and consulting contractors research, apply, and implement regulations for selecting investors to implement projects in cases where bidding must be organized according to the provisions of law on industry and field management.
– Bidding Law No. 22/2023/QH15 passed by the National Assembly on June 23, 2023, takes effect from January 1, 2024.
– Decree No. 23/2024/ND-CP dated February 27, 2024 of the Government detailing a number of articles and measures to implement the Bidding Law on selecting investors to implement projects in cases where bidding must be organized according to the provisions of law on industry and field management, effective from February 27, 2024 (from February 27, 2024, point c Clause 1, Article 1 and Article 16 of Decree No. 25/2020/ND-CP dated February 28, 2020 of the Government detailing and guiding the implementation of a number of articles of the Bidding Law on investor selection, Clause 7, Article 108 of Decree No. 31/2021/ND-CP dated March 26, 2021 of the Government detailing and guiding the implementation of a number of articles of the Law Investment expires).
– Circular No. 03/2024/TT-BKHDT dated March 6, 2024 of the Minister of Planning and Investment stipulating the form of bidding documents for selecting investors to implement projects in cases where bidding must be organized according to the provisions of law on industry and field management, effective from March 6, 2024.
