Overview of the Session.
In the first quarter, Hai Phong's gross regional product (GRDP) increased by 11.07% over the same period. The index of industrial production (IIP) is estimated to increase by 15.06% over the same period. State budget revenue in the area reached 47,873.44 billion VND, an increase of 44.16% over the same period, equal to 40.83% of the estimate assigned by the Central Government and equal to 40.54% of the estimate assigned by the City People's Council. Of which, domestic revenue reached 28,537.72 billion VND, an increase of 48.20% over the same period, equal to 55.96% of the Central estimate and the estimate assigned by the People's Council of the city; Revenue from import and export activities reached 18,742.67 billion VND, an increase of 44.04% over the same period, equal to 29.89% of the Central estimate and the estimate assigned by the City People's Council. Total investment capital implemented in the area is estimated at 45,390.7 billion VND, an increase of 15.9% over the same period, equal to 18.91% of the plan. Export turnover reached8.58 billion USD, an increase of 5.45% over the same period, equal to 23.19% of the year plan. The output of goods through the port is estimated at 38.45 million tons, up 6.67% over the same period, equal to 18.14% of the year's plan. The number of tourists reached 1,806 million, an increase of 12.29% over the same period, equal to 18.06% of the year's plan. Foreign investment attraction reached 372.03 million USD, an increase of 46.84% over the same period, equal to 8.27% of the year plan. Creating jobs for 14,900 workers, an increase of 3.1% over the same period, reaching 25.47% of the plan.

At the meeting, leaders of industries and localities focused on analyzing and clarifying the results achieved in the first quarter, especially the implementation of the policy of electronic identification of organizations, agencies and businesses; budget collection work; disbursement of public investment capital; site clearance (GPMB); build a model new rural commune; implementing key projects; land auction; activities after arrangement and merger of departments, branches, units... At the same time, it reflects some difficulties and problems and proposes solutions.

Speaking at the conclusion of the meeting, the Chairman of the City People's Committee emphasized that from the beginning of the year until now, the city has focused on arranging and streamlining the apparatus in the political system while still ensuring the implementation of work as planned. Happily, Hai Phong continues to maintain a 2-digit GRDP growth rate, at a high level compared to the national average.
However, the Chairman of the City People's Committee also pointed out that some targets are still lower than planned and have not met expectations such as attracting tourists, disbursement of public investment capital, and total social investment capital; output of goods passing through the Port, attracting FDI capital.
The Chairman of the City People's Committee requested that in the second quarter, sectors and localities speed up progress and quality, promptly urge, rectify or remove difficulties and obstacles in assigned tasks. Specifically, organize enforcement for cases of non-compliance with site clearance according to regulations; High focus on auction and bidding to select investors for approved projects; Handling violations at key key projects that have been identified in the period 2026-2030; drastic in budget collection; Promote the role of surveillance camera systems, strictly punish violations of sidewalk order and traffic safety.

Emphasizing the importance of Resolution 57 of the Politburo on breakthrough development of science, technology, innovation and national digital transformation. The Chairman of the City People's Committee requested sectors and localities to issue action plans and programs to create positive and effective changes in this field, considering this an important driving force to promote the city's development.
Regarding preparations to celebrate the 70th Anniversary of Hai Phong's Liberation and the 2025 Red Phoenix Flower Festival, the Chairman of the City People's Committee requested the Culture, Sports and Tourism industry and related units to review specific contents and programs; Reduce events and work that are not really necessary, focus on organizing festivals and activities to highlight and promote the image of Hai Phong city, ensuring solemnity, impression and effectiveness.
In the coming time, Hai Phong will continue to implement the Politburo's direction on arranging administrative units with high determination. The Chairman of the City People's Committee assigned the Department of Home Affairs to coordinate with localities to develop specific plans to submit to the collective leadership of the City People's Committee and report to the Standing Committee of the City Party Committee.
The Chairman of the City People's Committee also noted that some sectors and localities are slow in implementing assigned tasks, including some things that are many days overdue and need to be seriously reviewed, learned from, and resolved immediately.
At the meeting, the Decision of the Chairman of the City People's Committee on establishing the City Steering Committee on waste prevention and combat was announced./.
