Breaking the small and fragmented position
According to statistics, currently the entire Tien Lang district has 125 production and business establishments, creating jobs for 13,000 workers. In communes and towns at this time, there are businesses with the fields of leather shoe processing and garment manufacturing; processing export goods, making an important contribution to creating jobs, developing the economy, and increasing income for workers.
However, compared to other localities, Tien Lang's industry and handicraft sector still accounts for a low proportion, the small scale of production is not commensurate with the district's potential advantages when the local young labor force is quite abundant.
It is worth mentioning that in Tien Lang there are no enterprises using high technology or enterprises processing and consuming agricultural products, so they have not contributed much to the district budget.
This is an inherent disease when handicraft industries develop slowly, on a small scale, and with low economic efficiency; poor competitiveness, lack of capital and limited access to capital, low management level, direct workers mainly receive short-term vocational training or vocational training...
In addition, the promotion of local potential, advantages and image is not high, leading to not many large corporations and businesses looking to invest. According to statistics over the past 5 years, Tien Lang district has attracted more than 70 businesses and industrial and handicraft establishments to invest in the area.
After decades of calling for investment, up to now, Tien Lang district has only one Industrial Cluster in Tien Lang town with a scale of 50 hectares attracting 8 operating businesses. With the above limitations, each year the value of industrial and handicraft production only reaches nearly 700 billion VND, accounting for about 50% of the production value of the district's economic sectors.
“Build a nest” to welcome the “eagle”
In order to build a roadmap for developing the district's industry and handicrafts, as well as overcome the above shortcomings, in the period 2021-2025, Tien Lang district has set the goal of filling the Tien Lang Town Industrial Cluster. In particular, the district is determined to strive to put 100% of planned industrial zones and clusters into operation.
Specifically, the district will expand Tien Lang Town Industrial Park by 25 hectares towards Quyet Tien commune and deploy 5 more Industrial Clusters: Tien Cuong 1 (Light Industry), Tien Cuong 2 (Light Industry, Clean Industry, Supporting Industry), Tien Cuong 3 (General Industry), Dai Thang (Light Industry) and Quang Phuc (Shipbuilding Mechanical Industry).
To realize the above goals, Mr. Vu Van Dung, Vice Chairman of Tien Lang District People's Committee, said that right now Tien Lang district focuses on building, implementing and managing planning; Actively attract investment to develop infrastructure of industrial zones and clusters and focus on promoting efficiency, potential, and advantages of tourism, trade, and services.
In particular, the district is interested in investing in building transport infrastructure to connect industrial zones and clusters with the external transport system; Propose the city to allocate funds and at the same time call on partners to develop infrastructure of industrial zones and clusters in the area to attract businesses to invest on a large scale.
With a geographical location bordering the river on three sides, Tien Lang district will take advantage to develop industry and services along the river. Especially, well exploit inland waterway transportation and supporting industries.
In particular, the district continues to maintain 3 inland waterway wharfs (2 points on Thai Binh river, 1 point on Van Uc river); planning 2 inland waterway wharfs on Thai Binh river; create conditions for economic sectors along the Van Uc River and coastal areas such as: Repair, shipbuilding, processing industry, supporting industries; Attract businesses to invest in expanding the scale of shipyards, increasing the scale of shipbuilding and repair capacity with existing businesses.
Determining that infrastructure traffic must come first, Tien Lang district will also enlist the help of the Central Government and the city, actively coordinating to remove obstacles to complete the coastal road passing through the district in 2022 and the road connecting Lang Am bridge through Tien Lang to Thai Binh province, the bridge connecting Tan Lien commune with Cap Tien commune, the road connecting National Highway 5 to National Highway 10; road connecting industrial zones and clusters from the coastal road to National Highway 10.
With the Prime Minister agreeing to research the construction of an international airport in Tien Lang district as well as a foreign corporation currently proposing to build a Gas Power Plant in Tien Lang district, Tien Lang district is implementing a series of policies and strategic visions in infrastructure investment. This is a necessary and sufficient condition for Tien Lang district to "build a nest" to welcome the "eagle" in attracting domestic and foreign businesses.
