(Haiphong.gov.vn) - The Standing Committee of the City Party Committee has issued Resolution No. 05-NQ/TU on moving the City's Political - Administrative Center to the North of Cam River, with the goal of building working headquarters for the city's political and administrative agencies in a centralized, interconnected, and modern manner, creating favorable conditions and saving costs for people and businesses to contact and solve problems. Gradually forming a civilized, modern and sustainable North Song Cam New Urban Area, with a synchronous technical and social infrastructure system, a convenient living and working environment, contributing to Hai Phong urban development commensurate with its potential, location and advantages, requirements for international integration and economic development.socio-economic development of the city, towards the criteria of special urban areas, smart urban areas, and green urban areas.
In Resolution No. 45-NQ/TW, dated January 24, 2019, the Politburo determined the goal by 2025 to “Complete the move of the city's administrative center to the North of Cam River”. The construction of the Political - Administrative Center in the North of Cam River so that the city's agencies will have new, more modern, more comfortable headquarters, serving and operating more effectively. These are also favorable conditions to apply modern, smart technologies to support administrative transactions, information processing, and improve and enhance the efficiency of serving people and businesses; contributing to the creation of a new, modern and civilized urban architectural landscape, creating new driving force for the development of adjacent areas, contributing to the continued socio-economic development of the city.
According to the requirements of the Resolution, the City's Political - Administrative Center must be designed and built according to a unified architectural overall, highlighting the identity, characteristics and traditions of the city; suitable for the landscape, ensuring harmony of light and natural air circulation.
The City Performance and Convention Center project is a unique architectural symbol of the city, a multi-purpose complex integrated with synchronous, modern facilities, with diverse areas and capacities; Invested in a modern equipment system (sound, lighting...) suitable for many uses.
The resolution clearly states that, according to the roadmap until the first quarter of 2025: Complete the relocation of the units' workplaces to the City Political-Administrative Center.
Before April 2025: Complete the necessary conditions to ensure the organization of main activities to celebrate the 70th anniversary of Hai Phong's Liberation Day (May 13, 1955 - May 13, 2025) and the Red Poinciana Festival - Hai Phong in 2025 at the City Convention and Performance Center and City Political Square.
Before September 2025: Complete the necessary conditions to ensure the organization of the 17th City Party Congress, term 2025 - 2030 at the City Convention and Performance Center.
In the period 2021 - 2025, the city balances public investment capital to focus on investing in the construction of the Political - Administrative Center and the Convention - Performance Center. Auction of old headquarters of agencies in the city after moving to North Song Cam New Urban Area to create additional investment capital.
