The project was invested and built by the city according to the orientation of Resolution No. 45 of the Politburo on the construction and development of Hai Phong city to 2030, vision to 2045 and Resolution of the 16th Congress of Hai Phong City Party Committee, striving to complete the move of the city's administrative center to the North of Cam River by 2025.

The City Convention and Performance Center construction project is a multi-purpose project, qualified to organize large-scale events such as conferences, international seminars, art performances... built in Tan Duong commune, Thuy Nguyen district with a land area of about 12.39 hectares. The project is invested by the Urban Development and Civil Construction Investment Project Management Board. Total investment is more than 2,336 billion VND from the city budget. The supervision consulting unit is Construction Technology, Equipment and Inspection Consulting Joint Stock Company - CONINCO; The construction contractor is Corporation 319 - Ministry of National Defense.
