On the afternoon of July 15, Hai Phong City People's Committee organized the 2025 Investment and Trade Promotion Conference with the theme "Hai Phong - Strategic Destination of the New Era".

The event took place in the vibrant and constructive cooperative atmosphere of the third APEC Business Advisory Council (ABAC 3) Conference Week - a forum that brings together outstanding business leaders from 21 member economies to discuss key issues of trade and investment in the Asia-Pacific region.
Speaking to welcome the Conference, Comrade Le Tien Chau, Member of the Party Central Committee, Secretary of the Hai Phong City Party Committee emphasized: "The theme of today's Conference 'Hai Phong - Strategic Destination of the New Era' is not just a slogan but a vision, an aspiration, and a consistent and thorough action strategy of our city. Hai Phong is committed to continuing to promote dynamism, pioneering and transparency with the desire to innovate and be creative in the spirit of 'Government'. The right to create - Act decisively - Dare to take the lead, dare to take responsibility' to further improve the quality of service to the people and business community".
Sharing at the Conference, Minister of Finance Nguyen Van Thang highly appreciated Hai Phong's efforts in improving the investment environment and careful preparation to deploy new financial mechanisms. At the same time, affirmed that the Ministry of Finance will accompany and coordinate closely with the city to guide and remove obstacles, ensuring that preferential policies, especially policies related to the Free Trade Zone, are implemented effectively and transparently, creating solid trust for investors.
Throughout ABAC Conference Week 3 (July 15-18), the APEC business community had many substantive interactive activities with the city. In particular, the ABAC delegation had field trips to Trang Due Industrial Park and Lach Huyen International Gateway Port, learning directly about the production environment and modern logistics infrastructure of Hai Phong. On that basis, at the Conference, investors continued to be introduced in detail about the potential, advantages and strategic investment opportunities in Hai Phong. An important highlight is the establishment of the Free Trade Zone, opening up a new development space with investment incentives and outstanding policy mechanisms, making it an ideal destination for investors in the fields of high technology, marine economy, and logistics.stics and green growth. Not only listening, investors also actively advise and propose many creative solutions and models to city leaders to continue improving the investment environment, making an important contribution to the socio-economic development not only of the city but of the entire Red River Delta region.
At the Conference, Vice Chairman of the National Assembly Nguyen Duc Hai handed over Resolution No. 226/2025/QH15 of the National Assembly on piloting a number of specific mechanisms and policies to develop Hai Phong city to city leaders. This is a ceremony with profound symbolic meaning, officially launching a new phase of development with an outstanding legal framework, giving Hai Phong powerful tools to make a breakthrough.
The conference also took place the Awarding Ceremony of Investment Registration Certificate and Investment Cooperation Memorandums with a total registered capital of up to 15.6 billion USD. Comrade Secretary of the City Party Committee Le Tien Chau and Comrade Chairman of the City People's Committee Le Ngoc Chau awarded Investment Registration Certificates for key projects.
Speaking at the Conference, President Luong Cuong acknowledged and praised Hai Phong's outstanding development achievements in recent times, especially maintaining the GRDP growth rate at double digits for 10 consecutive years. The President emphasized that the National Assembly's issuance of Resolution No. 226/2025/QH15 with specific and groundbreaking mechanisms and policies, especially allowing the pilot establishment of a Free Trade Zone, has created a "runway" for Hai Phong to take off. The President affirmed that the Party and State of Vietnam are committed to creating a stable, transparent, highly predictable investment environment and protecting the legal and legitimate rights and interests of investors, while inviting businesses and investors to come to Hai Phong for cooperation and development.
In his closing speech at the Conference, Chairman of the City People's Committee Le Ngoc Chau respectfully thanked the attention and direction of the President, Central leaders and the presence of investors. At the same time, he affirmed: "Hai Phong City is committed to building a constructive government, best serving all activities of investors and businesses. We will continue to invest heavily in strategic transportation infrastructure, implement public and transparent administrative procedures, and always take the convenience and satisfaction of businesses as a measure of public service efficiency, ensuring that Hai Phong is truly a trusted companion of investors from now on."
