(Haiphong.gov.vn) - On the morning of May 9, in Hanoi, the Vietnam Confederation of Commerce and Industry (VCCI) in collaboration with the United States Agency for International Development Aid (USAID) announced the Evaluation Report of the Provincial Competitiveness Index PCI 2023. This is the 18th consecutive year that VCCI and USAID have announced this set of indicators. Vice Chairman of the City People's Committee Hoang Minh Cuong attended the Announcement Ceremony.
The results show that Quang Ninh maintained the top position for the 7th consecutive year with 71.25 points on the Provincial Competitiveness Index ranking. Second is Long An with a strong breakthrough from 10th place in the 2022 PCI Ranking, reaching 70.94 points. Hai Phong holds 3rd place with 70.34 points.

Through analysis of 10 PCI component indexes in 2023, Hai Phong has the highest score in the time cost index with 8.32 points; There are 3 other increasing indexes: market entry index (7.14 points), business support policy (7.40 points), and labor training (7.39 points).
In 4th and 5th place respectively are Bac Giang with 69.75 points and Dong Thap with 69.66 points. The next provinces and cities in the group of 10 provinces and cities leading PCI 2023 include Ba Ria-Vung Tau with 69.57 points, Ben Tre with 69.20 points, Thua Thien - Hue with 69.19 points, Hau Giang with 69.17 points, Phu Tho with 69.10 points.
>PCI 2023 results show that Hai Phong city has made many efforts, trying to maintain the top position. That result is thanks to efforts to facilitate the local business environment. Hai Phong has focused on promptly resolving problems arising in production and business activities, creating an open, favorable and open investment environment. Thanks to that, in 2023, the city will not only attract many large domestic investment projects but also rise to be in the leading group in the country in attracting foreign direct investment capital. Hai Phong maintains the assessment and publication of the Department and District Competitiveness Index (DDCI). The evaluation of DDCI is a stepStrong steps and reform efforts in a large, centrally run city like Hai Phong.
Regarding the PCI index, in 2019, Hai Phong ranked 10th; In 2020, Hai Phong ranked 7th, in 2021 Hai Phong ranked 2nd; 2022 and 2023 will both rank 3rd, showing the city's great progress and strong reform.
Regarding the Provincial Green Index (PGI) in 2023, Hai Phong ranked 7th out of 63 provinces and cities. In particular, the increasing indexes are: reducing environmental pollution and natural disasters increasing from 3.08 points in 2022 to 7.61 points in 2023; ensure compliance from 4.97 points to 6.05 points; Promotion policy to support business support services in environmental protection from 2.30 points to 5.35 points. The remaining index promoting green practices decreased from 5.35 to 4.70 points.
This is a set of indexes to evaluate and rank environmentally friendly localities from the perspective of business practices such as: the level of application of environmentally friendly technology by local businesses, the level of management and environmental behavior of businesses, the level of concern and willingness to invest in environmental issues of local authorities and many other important environmental issues./.
