On the morning of January 25, comrade Vuong Dinh Hue - Politburo member, Deputy Prime Minister, led a Government delegation, worked and surveyed in Hai Phong city, learning about the current situation, foreign investment situation, advantages, difficulties, local proposals and recommendations to build the Project "Orientation for perfecting institutions and policies, improving the quality and efficiency of attracting and using use foreign investment capital until 2030".

Welcoming and working with the delegation, on the city side were comrades: Le Van Thanh - Member of the Party Central Committee, Secretary of the City Party Committee, Chairman of the City People's Council; Nguyen Van Tung - Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Nguyen Dinh Bich - Standing Vice Chairman of the City People's Council; Nguyen Van Thanh - Vice Chairman of the City People's Committee; Representatives of leaders of departments, sectors and FDI enterprises in the city.
The report by Chairman of the City People's Committee Nguyen Van Tung at the meeting showed that Hai Phong currently has 521 FDI enterprises with 582 active projects; including 158 FDI enterprises operating in Cat Hai Economic Zone with the highest local incentives. In 2018, Hai Phong attracted a large amount of investment capital from projects to increase scale and increase investment capital after a period of stable production and business. The revenue target of FDI enterprises increased gradually towards the end of the year. In terms of labor attraction, the number of employees in FDI enterprises also increased compared to the same period last year (9.07%).
In 2019, the city is expected to attract foreign investment capital of 1.5 billion USD, oriented and selectively into a number of important fields such as: high technology, supporting industries, renewable energy, clean energy; infrastructure development and human resource development... Combine attracting foreign investment and investment from domestic enterprises, promoting the internal strength of city enterprises as "satellites"; Encourage the attraction of infrastructure development projects and areas with regional links and fields that create added value chains for districts in the area.
Speaking at the meeting, Secretary of the City Party Committee Le Van Thanh stated clearly that Hai Phong's perspective on attracting FDI investment is aimed at both investment in acquisitions and mergers of businesses, protecting the environment and workers; Selectively attract FDI investment, associated with ensuring international markets and Vietnamese markets and products. The Secretary said that in recent times, the development of economic zones and industrial zones in Hai Phong has been associated with urban development and has been effective.
Concluding at the meeting, Deputy Prime Minister Vuong Dinh Hue assessed that so far Hai Phong has attracted 18 billion USD in foreign investment, contributing up to 35% of total social investment, more than 50% of the city's budget revenue in the business sector, Hai Phong has emerged as a typical example of attracting and using FDI in Vietnam. The Deputy Prime Minister emphasized that Hai Phong needs to further clarify solutions and policies to attract FDI in the coming time, especially mechanisms for connection, technology transfer and management for businesses... At the same time, there needs to be a policy to attract FDI associated with the policy of developing industrial parks, giving priority to connecting Vietnam's driving industries to replace imported goods.
Based on the comments at the meeting, the Deputy Prime Minister requested the Ministry of Planning and Investment to fully synthesize the recommendations and opinions of Hai Phong, as a basis for completing the Project "Orientation for perfecting institutions and policies, improving the quality and efficiency of attracting and using foreign investment capital until 2030"./.
