The Government Office has issued Notice No. 195/TB-VPCP Conclusion of Prime Minister Pham Minh Chinh at the meeting on implementing investment in building the Ninh Binh-Nam Dinh-Thai Binh-Hai Phong expressway.
The Ninh Binh-Nam Dinh-Thai Binh-Hai Phong expressway is of utmost importance, connecting many provinces and cities; Besides the coastal road, investing in the expressway will create a driving force for the development of the southern region of Hanoi, the Red River Delta and the North Central region. Investment in the construction of expressways is necessary, consistent with planning and should be implemented soon.
The announcement clearly states that the Ninh Binh-Nam Dinh-Thai Binh expressway section has been approved by the Prime Minister. Nam Dinh Provincial People's Committee presides over research and implementation of the Ninh Binh-Nam Dinh-Thai Binh expressway section according to the PPP method in the period 2017-2021.
Provincial People's Committees: Nam Dinh, Ninh Binh, Thai Binh proposed investing in building the Ninh Binh-Nam Dinh-Thai Binh-Hai Phong expressway in the form of public investment in the Socio-economic recovery and development program. The Government Office has consulted relevant agencies.
Due to the current situation where the state budget is limited and the basic state capital sources have been fully allocated, converting to public investment is not feasible. The Prime Minister agreed to continue researching investment in this expressway section according to the public-private partnership method, the BOT contract form proposed by the investor. The Prime Minister noted the need to closely review and implement implementation in accordance with regulations.
Thai Binh Provincial People's Committee is the competent authority of the BOT Project
The Prime Minister agreed in principle to assign the People's Committee of Thai Binh province as the competent state agency for the BOT Project.
Ministries: Transport, Planning and Investment, Natural Resources and Environment review procedures and guide the People's Committee of Thai Binh province to prepare for implementation and submit for investment approval of BOT projects to ensure strict compliance with legal regulations.
The Prime Minister assigned the Chairman of Thai Binh Provincial People's Committee to establish a Working Group to prepare for project implementation. Chairman of Thai Binh Provincial People's Committee is the Group Leader. Chairman of People's Committees of provinces and cities: Ninh Binh, Nam Dinh, Hai Phong; Representative leaders of the Ministries: Transport, Planning and Investment, Natural Resources and Environment as members of the Working Group.
Regarding the route direction, the Prime Minister requested that on the basis of planning, consultants continue to research and propose the shortest route, avoiding as much as possible passing through urban areas and densely populated areas to reduce site clearance costs, ensuring feasibility and optimal efficiency.
Regarding site clearance, the provinces of Ninh Binh, Nam Dinh, Thai Binh closely reviewed and organized the site clearance of the expressway section passing through each locality in a timely and effective manner from local budget capital in accordance with regulations. Relevant ministries and branches coordinate closely with localities to remove difficulties and obstacles (if any).
The Prime Minister assigned Deputy Prime Minister Le Van Thanh to directly direct the preparation and implementation of the Ninh Binh-Nam Dinh-Thai Binh-Hai Phong expressway construction investment project.
