On the morning of April 27, 2022, the Vietnam Confederation of Commerce and Industry (VCCI) and the United States Agency for International Development (USAID) held a ceremony to announce the 2021 PCI provincial competitiveness index.
I. Results of PCI Competitiveness Index 2021
Hai Phong city ranked 2/63 of provinces and cities, ranked 2/11 of provinces and cities in the Red River Delta, reaching 70.61 points, an increase of 1.34 points and an increase of 05 rankings compared to 2020. This is the first year, Hai Phong city The city made a strong breakthrough and rose to the runner-up position in the PCI rankings, for the fourth time, the city is in the group of 10 leading provinces and cities in the country and in the group of localities with good economic management quality.
Of the 10 component indexes, the city has 06 indexes with increased scores: Access to land: + 0.59; Transparency: + 0.80; Time cost: + 0.13; Unofficial costs: + 0.07; Dynamics of the provincial government: + 0.82; Business support services: + 0.81; However, the city has 04 decreasing indexes: Market entry: – 0.82; Fair competition: – 0.80; Labor training: – 0.94; Legal institutions and security and order: – 0.07.
II. Evaluate and compare PCI results in 2021 with Plan No. 182/KH-UBND
According to Plan No. 182/KH-UBND dated August 2, 2021 of the City People's Committee, PCI 2021 results achieved the targets compared to the plan, specifically:
– Total score: 70.61 points, met plan (plan: over 70 points).
– Ranking position: 2/63 provinces and cities, achieving plan (plan: ranked in 10/63 provinces and cities).
– The city has overcome and increased 03 decreasing indexes of 2020: Land Access index (+ 0.59), Transparency index (+ 0.80) and Business Support Services index (+ 0.81).
– Of the 10 component indexes, 4/10 indexes achieved the planned score and ranking position, accounting for 40% (transparency, time costs, dynamism of the provincial government, business support services).
– Strongly improved 02 component indexes with large weights in the PCI index but decreased in points in 2020: Transparency index (weight 20%), Business support services index (weight 20%).
– Strongly improved ranking position for 03 indicators in the Time Cost index: (1) friendly civil servants: + 8 levels, (2) businesses do not have to travel many times to complete procedures: + 6 levels, (3) simple paperwork: + 11 levels (plan: 2021 to increase ranking position by 5-10 levels).

– There are 04 indexes that decreased compared to 2020: Market entry: – 0.82; Fair competition: – 0.80; Labor training: – 0.94. Legal institutions and security and order: – 0.07. The labor training index in 2021 has decreased one more level compared to 2020, ranking third after Hanoi city and Quang Ninh province, this is an index where the city has always maintained high scores in recent years.
– Among the 10 component indexes, 6/10 indexes did not meet the plan in terms of points and ranking positions, accounting for 60% (market entry, land access, informal costs, fair competition, labor training, legal institutions and security and order).
– Unable to improve the heavily weighted component index in the PCI index, but the Labor Training index (20% weighting) decreased in 2020.
