(Haiphong.gov.vn) – On the morning of April 5, the Government organized a national online conference on the socio-economic situation in March and the first 3 months of 2022; Deploying the socio-economic recovery and development program; situation and solutions to accelerate the progress of allocation and disbursement of public investment capital plan in 2022 and the implementation of important national transport projects. Prime Minister Pham Minh Chinh chaired the Conference; Also attending the Conference were Deputy Prime Ministers; leaders of ministries, departments and central branches.

Most fields have achieved very positive changes and strong recovery
Emphasizing the opening remarks of the Conference, Prime Minister Pham Minh Chinh stated that developments in March and the first quarter of 2022 have had a huge impact on the implementation of tasks, solutions, and set goals. In the world, the situation in Ukraine affects the socio-economic, political, defense, and security globally, has a significant impact on the energy market, finance and supply and demand of goods, and competition with major countries continues. continues to be fierce, world input raw material prices, logistics costs and inflation in many countries are increasing... Domestically, the epidemic situation has complicated developments due to new mutations such as Omicron, raw material prices and inflation in the world causing great pressure, many outstanding and prolonged socio-economic problems,Natural disasters and floods have unusual developments due to the impact of climate change, and the economic crime situation is complicated, especially related to bonds, stocks, and real estate.
However, in that context, the Government has closely followed the Party's policies and guidelines, the State's policies and laws, and the National Assembly's Resolutions, implementing tasks and solutions in a positive, drastic, flexible, creative and effective manner. Thanks to that, most fields achieved very positive changes and strong recovery.
The Prime Minister emphasized that the first quarter of 2022 has just ended with many very positive signals, but it is also necessary to frankly acknowledge some limitations and inadequacies. The Prime Minister asked delegates attending the conference to focus on analyzing and discussing what was and was not done in the first quarter, the causes, lessons learned, and the main difficulties and challenges facing Vietnam today; some specific contents such as the implementation of strategic transport infrastructure projects; Allocate and disburse public investment capital to ensure focus and focus, avoid spreading, dispersion, and prolongation; promoting administrative reform, improving the quality of human resources, streamlining payrolls associated with restructuring and improving the quality of civil servants and public employees; continue to review and improve institutions for development...
The Prime Minister said that the Government organized this conference to reassess the process and results of implementing tasks, find the causes, draw lessons from experience, from which to identify effective tasks and solutions, concretize the conclusions and resolutions of the Central Committee, resolutions of the National Assembly, and resolutions of the Government.

Inflation is under control amid a lot of pressure
Reporting on the socio-economic situation in March and the first 3 months of 2022, Minister of Planning and Investment - Nguyen Chi Dung said that the social economy in the first quarter of 2022 prospered in most fields, many of which achieved the fastest growth since 2020 up to now, approaching pre-pandemic growth levels. Macroeconomics continues to be stable; Inflation was controlled in the context of a lot of pressure, the average consumer price index in the first quarter increased by 1.92%; Great balances, food and energy security are guaranteed. Processing and manufacturing industry increased by 6.37%, continuing to be the growth engine of the entire economy. State budget revenue is 460.6 trillion VND, reaching 32.6% of the estimate, up 7.7% over the same period; State budget expenditure is 351.3 trillion, reaching 23.4% of the estimate.
Credit growth of the economy reached 4.03% (in 2021 it increased by 1.47%). Newly established enterprises re-entering the market in the first quarter reached a record of 60,000 enterprises, 3 times higher than the same period (in March alone, the number of newly established enterprises increased by 96.3% with registered capital increasing by 127.3%).
Implemented investment capital for the whole society achieved positive results with 562.2 trillion VND, an increase of 8.9%, a positive signal in the mobilization and effective use of investment capital right from the first months of the year. Implemented capital from the state budget reached 76.3 trillion VND, equal to 14.4% of the year's plan and increased 10.6% over the same period. Realized FDI capital reached 4.42 billion USD, an increase of 7.8%, reaching the highest level compared to the first quarter of all years from 2018 to present.
Agriculture, forestry and fishery production achieved positive results. Summer rice productivity increased by 7.4 tons/ha. Livestock production recovered well, the output of live meat sold in the first quarter of the main products (buffalo, cows, pigs, poultry) increased. Aquaculture output in the first quarter increased by 2%; aquaculture increased by 5.1%, especially key products such as white-legged shrimp, pangasius... have good seasons and good prices.
Industrial production in the first quarter continued to prosper, the added value of the entire industrial sector increased by 7.07%, and the manufacturing and processing industry increased by 7.79% (82.3% of businesses in this area are optimistic about the production and business situation in the second quarter, of which, the FDI enterprise sector is the most optimistic with 84.7%). There are 61/63 localities with increased IIP index.
Trade and services recovered positively, especially vibrantly in March, total retail sales of goods and consumer service revenue in the first quarter increased by 4.4% over the same period, of which March increased by 9.4%. The supply chain of domestic and foreign goods gradually recovered. Tourism activities across the country show signs of "warming" again, international visitors reached nearly 91,000 people, an increase of 89.1% over the same period.
Import and export activities recovered strongly. Import and export turnover of goods in March reached 66.73 billion USD (up 36.8%); of which exports increased by 45.5%. In the first quarter, total export turnover reached 176.35 billion USD (an increase of 14.4%), of which exports increased by 12.9%, from a trade deficit of 1.96 billion USD by the end of February to a trade surplus of 809 million USD in the first quarter. Imports are mainly goods and raw materials for production.
At the Conference, delegates also listened to reports on the status of investment implementation, construction and investment preparation of important national transportation projects, including: North-South Expressway for the period 2017-2020 and the period 2021 - 2025; Long Thanh International Airport Project; Ring Road Project 4 of Hanoi Capital Region; Ho Chi Minh City Ring Road 3 Project; 3 highway projects: Khanh Hoa - Buon Ma Thuot, Bien Hoa - Vung Tau, Chau Doc - Can Tho - Soc Trang.
Concluding the instructions at the Conference, Prime Minister Pham Minh Chinh expressed his sympathy for the loss and damage of the people in the Central region in distress caused by natural disasters in the past few days.
The Prime Minister basically agrees with the reports and agrees with the proposals in the reports. Commenting on the coming time, besides favorable opportunities, there will be many difficulties and challenges mixed together, the Prime Minister requested ministries, central branches, agencies and localities to focus on maintaining macroeconomic stability by all means; controlling the epidemic, tightening administrative discipline, promoting administrative reform, improving the business investment environment; be more drastic in resolving outstanding and long-lasting problems; Focus on promoting disbursement of public investment capital and disbursement of ODA capital; continue to review and remove difficulties and obstacles in institutions, mechanisms, and public investment policies; effectively implement the willsocial security and social welfare policies; Urgently deploy vaccination for children 5-11 years old...
