Reporting at the meeting, Mr. Vu Duy Tung - Director of the City Department of Transport said that the overpass is in the direction from Le Thanh Tong street to 356 street, the bridge includes 7 spans of 35m; Bridge length L=252m, bridge width B=18.5m, each side of the bridge has 30m reinforced retaining wall combined with load-reducing floor and 75m path leading to the bridge. Immediately after discovering the crack, the Department of Transport directed the Design Consulting unit to coordinate with the Supervision Consulting units, Construction Quality Inspection Consultants and construction contractors to check and determine the cause and propose treatment plans.
Through an actual survey at the overpass at the Nguyen Binh Khiem - Dinh Vu intersection, it was determined that the crack on the path at both ends of the smooth section connecting to the old route has a length of 15 - 30m, an average crack width of 2mm - 10mm. According to relevant parties, the initial cause was due to the process of constructing the collector road system on both sides of the bridge encountering adverse weather conditions, prolonged rain, combined with tides, during the construction of the drainage system on both sides with the excavation of a 4m deep foundation, when pumping water for construction, the geological conditions changed, leading to cracking of the road surface leading to the bridge. This is an unexpected technical problem due to adverse weather conditions.
On the side of design consulting, supervision and inspection units, the project has also confirmed that the crack in the asphalt concrete surface leading to the bridge does not affect the structure of the bridge at all.
Currently, the contractor is focusing on materials, construction equipment and human resources to speed up the construction progress of the collector road and drainage system within the intersection and focus on reprocessing the cracked road section on the principle of not incurring costs. During the processing process, the design consulting unit will continue to coordinate with relevant parties to monitor and provide appropriate treatment solutions to ensure project quality before being put into operation. The Department of Transport also requires units to regularly allocate human resources, strengthen supervision, take samples for testing, and verify the quality of work of construction contractors, and at the same time direct authorities to strengthen supervision, inspection, and assurance of construction quality.The overpass must follow the design, be completed and soon put the project into operation.
Speaking at the conclusion of the meeting, Standing Vice Chairman of the City People's Committee Nguyen Xuan Binh emphasized that the Nguyen Binh Khiem - Dinh Vu at-grade intersection under the investment project to renovate and upgrade Road 356, section 2A from the intersection of Nguyen Binh Khiem street to Dinh Vu dam is an important traffic project of the city, so city leaders have focused on directing the project closely. right from the beginning to meet progress requirements, but on the principle of ensuring sustainable project quality. The Vice Chairman requested the Department of Transport to coordinate closely with consulting units and contractors to inspect and monitor cracks, evaluate them scientifically and objectively, and thereby propose solutions to overcome and thoroughly handle them, ensuring absolute safety.quality of the project, so that the project can be put into long-term use. The Vice Chairman also affirmed that all costs of overcoming and handling subsidence and cracked paths are the responsibility of the construction unit. Regarding the information about construction crack incidents that press agencies have reported in recent times, the Vice Chairman requested the relevant authorities and units to proactively coordinate and provide timely information to the press agencies.
