On the implementation of periodic reporting regime for domestic investment projects using land outside economic zones and industrial parks in the area of Hai Phong city
Pursuant to point a, clause 2, Article 90; Clause 8, Clause 11 Article 94 and Article 95 Decree No. 19/2026/ND-CP dated January 14, 2026 of the Government stipulating the order and procedures for appraisal of nationally important projects and investment supervision and assessment, Decision on approval of investment policy/Investment registration certificate of competent state agencies, Investors are responsible for periodically reporting on project implementation status (6 months, whole year) sent to the Department of Finance to summarize and report to the City People's Committee.
To grasp the project implementation situation and promptly advise the City People's Committee to direct, resolve and remove difficulties and obstacles for investors during project implementation, the Department of Finance announces the following content:
1. Require investors implementing projects using land outside economic zones and industrial parks in the city to carry out the 2025 Investment Monitoring and Evaluation Report according to the attached form, specifically:
– Form No. 01: Report on supervision and assessment of investment implementation in 2025 for projects in the investment implementation phase.
– Form No. 02: Report on monitoring and evaluating investment implementation in 2025 for projects that have been completed and are in the exploitation and operation phase.
2. Implement reports on the Investment Supervision and Evaluation Information System of the Ministry of Finance (https://giamsatdautuquocgia.mof.gov.vn/Pages/default.aspx).

The report is sent to the Department of Finance (address: No. 6, Hong Bang Street, Hong Bang Ward, Hai Phong City) and implemented on the system before February 10, 2026.
In case the investor does not make the report in accordance with the requirements and progress mentioned above, the Department of Finance will summarize and report to the City People's Committee for handling according to regulations.
2. It is recommended that the People's Committees of communes, wards, special zones, and business associations in the city coordinate to disseminate, propagate, and guide investors and members to comply and well implement the above requirements.
3. From July 1, 2025, the Department of Finance will announce information on the implementation of the periodic reporting regime for domestic investment projects using land outside economic zones and industrial parks in Hai Phong city on the Department of Finance's electronic information portal at the address: https://sotc.haiphong.gov.vn/. It is recommended that investors proactively update and strictly comply with reporting on project implementation status in accordance with regulations.
