On the morning of February 3, the Standing Committee of the City Party Committee organized a meeting to celebrate the 96th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2026), meeting with former standing comrades of the City Party Committee and Provincial Party Committee; Former member of the Standing Committee, former member of the Executive Committee of Hai Phong City Party Committee and Hai Duong Provincial Party Committee through different periods or transferred jobs during the 2020 - 2025 and 2025 - 2030 terms.

At the meeting, Comrade Secretary of the City Party Committee Le Tien Chau gave a speech reviewing the 96th anniversary of the Communist Party of Vietnam's construction, fighting and growth, reviewing traditions, to be proud of the glorious historical paths that the nation has gone through under the glorious flag of the Party; We respectfully commemorate the merits of the great President Ho Chi Minh - the founder and trainer of our Party and pay tribute to the sacrifices and contributions of previous generations of party members so that today we can inherit a fortune, a career, a position and international prestige on a new level.
Comrade Secretary of the City Party Committee emphasized that, proud of the glorious Party, we are even more proud of the Hai Phong City Party Committee - the Party Committee was formed on the foundation of merging the Hai Phong City Party Committee and the Hai Duong Provincial Party Committee, inheriting the glorious revolutionary historical tradition of the "Heroic Port Land and the Civilized East". In the new journey, with a firm belief in the leadership of the Party, Party Committee, government and people of Hai Phong city, promote its glorious tradition, strongly arouse the desire to develop and build Hai Phong "wider in space, longer in stature, brighter with the aspiration to compete with the big cities of the region and the world".
Comrade Secretary of the City Party Committee informed some outstanding results of the city in terms of socio-economic development in 2025, notably: Hai Phong's GRDP grew by 11.81%, ranked 2nd in the country, reaching 11 consecutive years of double-digit growth. Total State budget revenue in the area is estimated at 196,151 billion VND, equal to 133% of the estimate assigned by the Central Government, of which: domestic revenue reached over 104 trillion VND for the first time, equal to 139% of the estimate. Domestic investment attraction reached a record number, nearly 421 trillion VND, 9.5 times higher than in 2024. The scale of the economy reached nearly 30 billion USD, ranking 3rd nationwide after Hanoi and Ho Chi Minh City. The city started construction and inaugurated many key projects. On the occasion of the country's major holidays, the city organizedheld a groundbreaking ceremony and inauguration of 37 works and projects with a total capital of nearly 80,000 billion VND.
Hai Phong leads the country in 4 important provincial-level indicators: PCI provincial competitiveness index, PAR Index, index measuring people's satisfaction with the services of state administrative agencies SIPAS in 2024 and provincial green index. Relics and landscapes of Yen Tu - Vinh Nghiem - Con Son, Kiep Bac are registered by UNESCO. This is the second inter-provincial world heritage site in Vietnam, along with the world heritage site Ha Long Bay - Cat Ba Archipelago.

Implementing the policy of "Investment in social security and welfare ahead of economic development", in 2025, social security and sustainable poverty reduction continue to receive special attention from the city. Hai Phong is one of the provinces and cities that raised support levels higher than the Government's regulations on social support policies. Hai Phong has completed the plan to repair, build new, and remove temporary and dilapidated houses in the area, with a total of 1,453 households supported, ahead of schedule as requested by the Prime Minister; Complete the construction of 10,775 social housing units by 2025, exceeding the target assigned by the Government of 10,694 units.
In particular, the city has successfully prepared and organized the 1st Hai Phong City Party Congress, term 2025 - 2030, and urgently issued an Action Program to implement the Congress Resolution. The Congress passed a Resolution with 29 main targets, 5 strategic breakthroughs, 11 key tasks, which focuses on building a lean, effective and efficient Party and political system; Strongly develop the digital economy, green economy, and circular economy; build Hai Phong into a modern, civilized, ecological and livable industrial port city of Southeast Asian caliber; ensure solid security and defense, maintain social order and safety; improve the quality of material and spiritual life of the people.

The City Party Secretary said that in 2026, the city has determined the year's theme to be "Proactive implementation; promoting momentum; breakthrough growth" with a number of important indicators such as: GRDP growth rate of about 13%; GRDP per capita (at current prices) reached 7,944.5 USD/person (about 201.6 million VND/person). State budget revenue in the area reached 194,882 billion VND; Of which domestic revenue reached 103,166 billion VND, revenue from import and export activities reached 84,200 billion VND. Attracting foreign investment capital reached from 3.8 billion USD to 4.3 billion USD. Export turnover reached 52 billion USD. The output of goods through the port reached 238 million tons. Digital Transformation Index (DTI), Provincial Competitiveness Index (PCI), Administrative Reform Index (PAR Index), Provincial Green Indexh (PGI) is in the top 5 leading localities in the country, striving to be in the top 3.
In order for the set targets and tasks to be quickly realized, it is necessary to continue to thoroughly grasp the spirit of the guiding viewpoints, directions and tasks determined in the Resolution of the 14th Party Congress, the Resolution of the 1st City Party Congress and the Resolution of the City Party Executive Committee on goals, tasks and solutions in 2026.
In the coming time, the city will focus on a number of key issues: Continuing to maintain solidarity and unity throughout the Party and political system on the foundation of democratic centralism and organizational discipline. Emphasize the role and responsibilities of the leader. The leader not only plays the role of direction, orientation, and guidance, but also is the one who motivates and inspires the whole team to strive and make efforts for a common goal. The City Party Secretary also informed about the results of the Party's 14th National Congress taking place from January 19 to January 23, 2026. The Congress elected the 14th Party Central Committee consisting of 180 official members and 20 alternate members, representing more than 5.6 million party members; These are comrades who meet the standards of quality, ethics, prestige, capacity, and qualifications to shoulder important responsibilities before the Party and People in the new term - the term that begins the era of national advancement.
