(Haiphong.gov.vn) – The City People's Committee has just issued a Plan to implement Directive No. 37/CT-TTg dated September 29, 2020 of the Prime Minister on promoting the development of inland waterway transport and coastal transport by inland waterway means to focus on modern and synchronous development.
Accordingly, the City People's Committee will focus on new investment and expansion of inland waterway ports and wharves to meet the capacity and needs of inland waterway transport and coastal transport by inland waterway means. Focus on resolving bottlenecks connecting inland waterway ports with roads, railways, highways, industrial parks, seaports... to create more favorable conditions for goods of domestic businesses to access waterway transportation. Invest in key infrastructure systems, support the development of inland waterway transport businesses, coastal transport by inland waterway vehicles, mobilize private port owners to invest in the system of ports and inland wharves, and socialize the implementation of dredging projects on inland waterways without using the state budget.
The City People's Committee assigned the Department of Transport to preside over and coordinate with functional branches and relevant units to implement the Plan, propagate and guide transport businesses and shippers to use the two-way transport exchange for regular and containerized goods. Review and clear inland waterway ports and wharves that are not qualified to operate, regularly inspect and examine inland waterway transport and coastal transport activities by inland waterway vehicles to control loads, crew members, and vehicle drivers to ensure inland waterway traffic safety according to decentralized management.
The City People's Committee requires functional branches and relevant units to focus on research and have appropriate preferential policies to create conditions for businesses to invest in building ports and inland wharves, and promote and call for investment in the fields of developing inland waterway transport and coastal transport by inland waterway vehicles to meet the transport needs of businesses.
