(Haiphong.gov.vn) - On the afternoon of July 8, the working group of the General Department of Natural Disaster Prevention and Control led by Mr. Tran Quang Hoai, Deputy Head of the National Steering Committee for Natural Disaster Prevention and Control - General Director of the General Department of Natural Disaster Prevention and Control worked with the City People's Committee on dyke management and natural disaster prevention and control in the city.

According to the City People's Committee report, Hai Phong city currently has 24 dikes with a total length of 417 km; 388 culverts under dikes; 118 embankments with a total length of 91 km. Of which, according to hierarchy, there are 248 km of level 3 dikes and 169 km of level 4 dikes; 58 km of sea dikes, 128 km of estuary dikes and 231 km of river dikes;
Regarding the current situation, there are 335 km of stable dikes ensuring safety (accounting for 80.3%); 72.3 km of dykes are unstable (accounting for 17%); more than 9.5 km of critical dikes (accounting for 2.2%). The dike protection embankment has 63.7 km of stable embankment to ensure safety; 24 km of stable embankments and 2.2 km of critical embankments. Regarding sewers, there are 213 safe sewers; 113 unsafe culverts and 62 critical culverts.
Regarding the work of repairing and upgrading dykes, from 2008 up to now, the total investment in dyke upgrading projects in the city has been allocated more than 2.6 trillion VND to invest in construction and upgrading of 256 km/298 km of dykes; 24.8 km/27 km of embankment and 107/139 culverts under the dike. Regarding traffic integration on the dike, 182.6 km of concrete or asphalt dike surface has been implemented; 164.6 km of crushed stone dike surface (reaching 83% of the total dike length). However, due to the large length of the dyke, many culverts under the dyke, there are still many degraded and critical locations and structures that need to be invested and upgraded to ensure safety...

Comrade Tran Quang Hoai, Deputy Head of the National Steering Committee for Natural Disaster Prevention and Control - General Director of the General Department of Natural Disaster Prevention and Control spoke at the meeting.
Through the field, directly inspect a number of dikes and irrigation culverts in Vinh Bao district and listen to reports from the City People's Committee. Concluding the meeting, General Director of the General Department of Natural Disaster Prevention and Control - Tran Quang Hoai highly appreciated the work of natural disaster prevention and control in Hai Phong city in recent times. In particular, Hai Phong is ranked 6/63 provinces and cities in terms of natural disaster prevention and control in 2021 according to the Provincial and City Indicators.
The General Director of the General Department of Natural Disaster Prevention and Control suggested that in the coming time, Hai Phong should continue to pay attention, invest and improve the capacity of forces working on natural disaster prevention and control at all levels, especially the commune-level natural disaster prevention and control shock teams. In addition, the city and localities need to review, supplement and develop new plans and solutions to respond to types of natural disasters corresponding to the levels of natural disaster risks in the area, not to be passive or surprised. Further strengthen the management of land use at river banks, exploiting sand and gravel in river beds to ensure flood and storm prevention and control activities.
General Director of the General Department of Natural Disaster Prevention and Control said that in the coming time, the Central Government is expected to invest nearly 1,800 billion VND to help Hai Phong city renovate, upgrade and repair a number of key dikes and irrigation works. To promote investment efficiency, the city needs to pay attention and invest corresponding resources to add additional funds to upgrade works that both meet the requirements of natural disaster prevention, search and rescue, and traffic protection, as well as improving the environmental landscape. Regarding the city's proposals, the Inspection Team noted and will report to the National Steering Committee for Natural Disaster Prevention and Control and relevant ministries and branches for consideration and resolution.

Speaking at the meeting, Vice Chairman of the City People's Committee Nguyen Duc Tho assigned relevant departments, branches, units and localities to seriously absorb the working group's comments on dyke management as well as natural disaster prevention and control in the city. At the same time, Hai Phong city commits to creating favorable conditions in implementing procedures, site clearance... to implement investment projects to build, repair and upgrade dykes and irrigation systems with central capital.
