(Haiphong.gov.vn) - The City People's Committee has just issued Decision 1274/QD-UBND approving the Urban Development Program of Hai Phong city with orientation to 2040, vision to 2050.
The program aims to build and develop the city to become a leading city in the country in the cause of industrialization and modernization, a center of regional development, and an important driving force for the socio-economic development of the whole country. Focus on accelerating the speed of urbanization associated with improving the quality of urbanization in the city, developing urban areas towards sustainability, synchronization, modernity, green growth, smart growth, rich in cultural identity, promptly responding to climate change, connecting with the region and the world.
Promoting historical urban areas to honor the cultural values of Hai Phong people; Building Hai Phong city to ensure compliance with Resolution No. 45-NQ/TW with the goal: to be the leading city in the country in the cause of industrialization and modernization, on par with typical Asian cities with special outstanding features such as: industrial development, commercial services, tourism, seaports, airports, logistics services.
Building sustainable urban areas, developing to become a global maritime city with modern, smart infrastructure, river - sea facing, green, optimal energy use, ecosystem protection and attractive living space. Specifying tasks and solutions to implement urban development goals in Hai Phong city in accordance with Hai Phong city planning for the period 2021 - 2030, vision to 2050 approved by the Prime Minister in Decision No. 1516/QD-TTg dated December 2, 2023; The general planning for construction of Hai Phong city until 2040, vision to 2050 was approved by the Prime Minister in Decision No. 323/QD-TTg dated March 30, 2023 and related plans, programs and plans.

The urban development program of Hai Phong city covers the entire scope of the administrative unit boundaries of Hai Phong city, including the inner city and suburbs of the city, over 15 affiliated administrative units with 07 inner city districts (Hong Bang, Le Chan, Ngo Quyen, Kien An, Do Son, Duong Kinh), 08 suburban districts (An Duong, An Lao, Bach Long Vi, Cat Hai, Kien Thuy, Tien Lang, Thuy Nguyen, Vinh Bao) and is limited in scope. Specifically, the North and Northeast border Quang Ninh province; The South and Southwest border Thai Binh province; The East and Southeast border the Gulf of Tonkin; The West borders Hai Duong province.
Urban development targets for the period up to 2025:
The urbanization rate of Hai Phong city is about 60-70%; Population density of the entire urban area: 2,000 people - 3,000 people/km²; The ratio of urban construction land to the total natural land area of the city will reach 31% - 32% by 2025. The ratio of traffic land to urban construction land in inner-city and urban areas will reach 16% - ≥ 24% by 2025. The average green area per capita in the entire city will reach 10 - 2 13 m²/person by 2025. The area of green land for public use in the inner city will reach 5 - ≥ 6 m²/person. The average housing floor area per capita in the city is at least 29.2 m²/person. Number of districts, list of districts expected to adjust administrative boundaries, new districts and wards expected to be established, number of urban areas, urban areas to be implementedn according to the overall plan for arranging administrative units, period 2023-2025 and plans approved and issued by competent authorities according to regulations.
Optical fiber broadband network infrastructure covers over 90% of households, 100% of communes, wards and towns. Expanding the central urban area to An Duong district and adjusting the administrative boundaries of Hong Bang district (establishing An Duong district and adjusting 03 communes An Hung, Dai Ban and An Hong to Hong Bang district). The inner city area includes 8 districts: Le Chan, Hong Bang, Ngo Quyen, Kien An, Hai An, Duong Kinh, Do Son and An Duong. Established Thuy Nguyen city on the basis of the current administrative boundary status of Thuy Nguyen district and the entire Vu Yen island. The urbanization rate is about 74% -76%. The population density of the entire urban area reaches: 3,000 people - 3,500 people/km². The ratio of urban construction land to the total natural land area of the city, by 2030, will reach 34% - 35%. The ratio of traffic land to urban construction land in inner-city and urban areas, by 2030, will reach 16% - ≥ 26%.
Expanding the central urban area to Kien Thuy district. The inner city area includes 9 districts: Le Chan, Hong Bang, Ngo Quyen, Kien An, Hai An, Duong Kinh, Do Son, An Duong and Kien Thuy. Develop urban areas of An Lao (An Lao town, An Lao district), Tien Lang (Tien Lang town, Tien Lang district) and Vinh Bao (Vinh Bao town, Vinh Bao district) to meet class IV urban criteria. Construction and development of new urban areas, class V urban areas and some existing urban areas to class IV urban areas according to the urban development orientation approved by the Prime Minister in the project adjusting the City General Planning and City Planning according to regulations.
Period until 2035:
During this period, Hai Phong city will continue to develop in the direction of basically achieving the criteria of a special urban area in terms of urban infrastructure, infrastructure for health, education, training and urban-level cultural works. The urbanization rate is about 76% - 80%. The population density of the entire urban area reaches: 3,000 people - 3,800 people/km². The ratio of urban construction land to the total natural land area of the city is about 34% -38%. The ratio of traffic land to urban construction land and inner city areas by 2035 will reach 16% ≥ 26%.
Urban development of Thuy Nguyen city meets the criteria of a grade II urban area. Construction and development of new urban areas, class V urban areas and some existing urban areas to class IV urban areas according to the urban development orientation approved by the Prime Minister according to the project adjusting the General City Planning and City Planning (provincial planning) according to regulations.
Period until 2040:
The urbanization rate is about 80% - 86%. Number of districts, list of districts expected to adjust administrative boundaries, new districts and wards expected to be established, number of urban areas, urban areas implemented according to the overall plan for arranging administrative units, period 2035-2040 and plans approved and issued by competent authorities according to regulations.
Expand the central urban area to Cat Hai district, establish Cat Hai district (urban area on the island). The inner city area includes 10 districts: Le Chan, Hong Bang, Ngo Quyen, Kien An, Hai An, Duong Kinh, Do Son, An Duong, Kien Thuy and Cat Hai.
Vision to 2045 – 2050:
Vision to 2045 to build and develop Hai Phong city to become an international-class urban area, serving as a focal point for connection and development with regional and international networks, contributing to raising Vietnam's urbanization rate to be in the high average group of the ASEAN and Asia region, helping to link the system of urban areas in the region into a synchronous, unified, balanced network between regions, with the ability to withstand and adapt to climate change climate...
