Open a modern, civilized urban space
In the early days of May, Mr. Vu Van An, on Ha Ly street (Hong Bang district) and his old friends invited each other to burn incense to commemorate President Ho Chi Minh's birthday at the President Ho Chi Minh Memorial House in Vinhomes Imperia Urban Area in Thuong Ly ward (Hong Bang district). It was on this land along the Cam River that Mr. An's father, a worker at the Hai Phong Cement Factory, witnessed the moment the city was liberated 66 years ago. Through many ups and downs of history, up to now, the old Hai Phong Cement Factory area has become a modern Vinhomes Imperia Urban Area.
The 75-hectare Vinhomes Imperia urban area is the first synchronous, luxurious and classy urban complex project in Hai Phong following the "city in city" model (city within the city), contributing to bringing a modern and dynamic appearance to the entire western area of the city. The important highlight of the project is a 45-storey 5-star hotel, office and commercial service area. The tallest building on the Northern Coast was inaugurated in 2019 to become the city's tourism, shopping and entertainment center. Right next door, the 37-storey Hoang Huy Grand Tower mixed-use building includes 821 luxury apartments and 16 adjacent apartments with many convenient services.Modern buildings are also being urgently built. The emergence of modern urban areas brings vibrant and classy new vitality to the western area of the city.
That is vivid evidence of the city's strong development in accordance with the direction of Resolution 45 of the Politburo on building and developing Hai Phong city to 2030, with a vision to 2045. Accordingly, the city continues to plan to expand urban space in 5 directions: the North (Thuy Nguyen district), the East (Cat Hai district), the South and Southeast (Hai An, Duong Kinh, Kien An, Do Son, Kien Thuy districts), the West (An Duong district) and vision to 2050 (Tien Lang district). Inheriting the model of "Central urban areas and satellite cities", Hai Phong will develop into a model of "Multi-center urban areas", including 2 economic belts and 3 corridors.landscape, 3 key urban areas and new urban areas.
The development direction to the North continues to be deployed strongly. On the technical infrastructure project site of the new urban area North of Cam River, bidding packages were deployed simultaneously on the centrally planned area of the urban area of about 324 hectares. This is the prerequisite step to carry out planning for a new megacity with the nature of the new administrative-political center development area of the city. Along with that, the city is promoting investment in building Thuy Nguyen district to become a city directly under the city. It is expected that in the period 2021-2025, the city will invest more than 141 trillion VND in this northern area. A series of works and projects are being rapidly implemented such as: Vu Yen bridge, Nguyen Trai bridge, Rung bridge, Lai X bridgeobey the Dinh bridge; Hundreds of roads have been invested in, upgraded and expanded. Besides VSIP urban, industrial and service areas; projects of Vingroup on Vu Yen island, a series of large projects are about to be implemented such as: Green River new urban area in Hoa Dong commune; Hoang Huy New City new urban area in Tan Duong and Duong Quan communes...

Renovate and upgrade worthy urban core
In parallel with building new luxurious and classy urban areas, the city is also interested in investing in renovating and upgrading core urban areas. A series of old architectural works are planned to be preserved in association with the development of high-class tourism and hotel projects in the city center area. Typical ancient architectural works such as the City Theater, City Post Office, Hai Phong Museum... have been upgraded and renovated to retain the old architectural features. A series of 5-star hotels of large corporations such as BRG, Nhat Ha... in the city center are being urgently built. Many old and unkempt areas and buildings in the heart of the city such as: old Tam Bac bus station, outdated amusement park at Kim Dong Children's Garden, Sea Dragon Parkfallow, full of weeds... relocated, demolished to renovate into flower gardens, public parks, forming a bright, green, clean, beautiful central strip running from Tam Bac River to Cam River... Thereby, contributing to enhancing cultural and tourist values in the core urban space.
In recent years, the city has invested resources to promote urban beautification. To date, the city has completed 39/51 criteria for class 1 urban areas, with the urbanization rate reaching 46.73% (1.4 times the national average of 33.4%). Leading the country in renovating and rebuilding old, dilapidated, and degraded apartments, the city plans to renovate and repair 27 apartment buildings and build 18 new apartment buildings. To date, 5 apartment buildings have been completed and put into use, of which, 2 apartment buildings HH3 and HH4 Dong Quoc Binh are 29 floors high with more than 1,400 modern apartments. Right next to it, 2 apartment buildings HH1 and HH2 are also being urgently built to welcome people to live in in 2022. In 2021, the city continues to start construction of 3 modern high-rise apartment buildings in Van My (Ngo Quyen district). New high-rise apartment buildings not only provide desirable accommodation and living for the city's low-income workers, but also contribute to creating a new look for Hai Phong urban area in a civilized and modern direction.
In addition, the city's urban area has been strongly upgraded thanks to the support mechanism for implementing Resolution 05/2018 of the City People's Council on the support mechanism for materials (cement, sidewalk tiles, lighting and trees) to renovate and upgrade degraded sidewalks and alleys in the districts. With the consensus and strong support of the people, after 3 years of implementing the resolution, more than 150km of alleys were renovated and upgraded, more than 5.5 thousand LED lights were installed, more than 3.2 thousand new trees were planted, more than 24 thousand m² of sidewalks were replaced with "new clothes"...
Notably, implementing the City Party Committee's policy of building a green park in each ward, these days, districts are simultaneously implementing projects to build 67 green parks in the 2 years 2021-2022. The Department of Construction advises the City People's Committee on the urban embellishment project for the period 2021-2025. In particular, it is proposed to build 7 new parks with a scale of about 1 hectare in 7 districts of the city and parks in towns in the districts. At the same time, focus on renovating, upgrading and expanding existing parks. It is expected that by 2025, more than 2.1 thousand hectares of urban green park land will be added. By 2040, the city will have more than 10.6 thousand hectares of urban green land, including 8.2 thousand hectares of green parks.city (each park has an area of more than 10 hectares), the remaining is more than 2.4 thousand hectares of green land at district and ward levels. Expanding urban green areas and increasing land funds for the construction of welfare projects make an important contribution to perfecting the criteria for class 1 urban greenery, towards special class urban areas, meeting the development requirements of modern and civilized Hai Phong urban area.
With the urgency and determination of the city's leaders, Hai Phong's urban development speed will continue to be accelerated in the coming years, helping Hai Phong soon become a modern, smart, green urban area, on par with leading cities in Southeast Asia as the goal set out in Resolution No. 45 of the Politburo./.

Many desolate lands are "transforming" to become a vibrant urban center of the city in the near future.
