(Haiphong.gov.vn) - On the morning of May 11, Hai Phong City People's Committee and Hoang Huy Group jointly organized the groundbreaking ceremony to invest in the construction of 3 mixed-use buildings of Hoang Huy Commerce Project in Kenh Duong ward and Vinh Niem ward, Le Chan district. This is one of the events to celebrate the 66th anniversary of the Liberation of Hai Phong (May 13, 1955 - May 13, 2021) and towards the election of deputies to the 15th National Assembly, the election of People's Council deputies at all levels, for the 2021 - 2026 term.
Attending the groundbreaking ceremony on the Central side were comrades: Vuong Dinh Hue, Politburo member, Chairman of the National Assembly; Nguyen Hong Dien, Member of the Party Central Committee, Minister of Industry and Trade. Attending the city leaders were comrades: Nguyen Van Tung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Do Manh Hien, Permanent Deputy Secretary of the City Party Committee; Members of the Standing Committee of the City Party Committee, Vice Chairman of the People's Council, City People's Committee and leaders of departments, branches and units.

Hoang Huy Commerce project in Kenh Duong ward and Vinh Niem ward, Le Chan district is invested by Hoang Huy Financial Services Investment Joint Stock Company. When completed, the project will create a spacious, civilized, modern, high-quality commercial - service - apartment complex with a practical living environment to serve city residents. Providing technical infrastructure, social amenities, campuses, and trees for people living in apartment buildings and surrounding areas. Along with that, it is beautifying the urban appearance, contributing to building the image of Hai Phong city as civilized, green, clean and beautiful, serving the innovation and development of the city.
Hoang Huy Commerce project has the scale of constructing 2 mixed-use buildings (Building H1 includes 3 tower blocks; Building H2 includes 1 tower block) and an outdoor technical infrastructure system built on a land area with a total area of 26,308.5 m2.

The project is divided into 2 phases: Phase 1 will invest in building 3 towers with the same podium (Lotus, Camellia, Tulip) on an area of 16,671.82 m2 with 2,496 luxury apartments. The project has 39 floors including: 3 basement floors used for parking and 36 floors above ground (of which 3 floors are commonly used as commercial - entertainment - entertainment centers; 1 refuge floor and 32 apartment floors with a total of 2,496 apartments). Total investment cost of phase 1 is 3,706 billion VND. Implementation period 2021-2023. Phase 2 includes the remaining items of the Project. Total investment of the project is nearly 5,000 billion VND.
Speaking at the Groundbreaking Ceremony, Comrade Nguyen Van Tung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee stated: Resolution No. 45 of the Politburo has determined that, by 2025, Hai Phong city will meet the criteria for a class I urban area; By 2030, it will basically meet the criteria of a special-class urban area.

In the action program to implement the Resolution of the 16th Hai Phong City Party Congress, term 2020 - 2025, it has been determined that urban renovation and embellishment is a task of special concern to city leaders. Therefore, the construction of new apartments to replace old apartments has been implemented by the city since 2017, in the form of BT (exchange of land for works).
Implementing the above policy, Hoang Huy Financial Services Investment Joint Stock Company has been a very active participant. The company participated in the bidding, was awarded the bid and became the investor of 3 projects, which are: Construction of apartment building N1-N2 Le Loi; Apartment HH3-HH4 and Apartment HH1-HH2 Dong Quoc Binh, Ngo Quyen district, with a total investment of nearly 3,000 billion VND, when completed, there will be nearly 2,600 apartments. To date, the N1-N2 Le Loi Apartment Construction Project with a scale of 5 floors, 126 apartments has been put into use since 2018 and the HH3-HH4 Dong Quoc Binh Apartment Construction Project with a scale of 28 floors, 1,456 apartments has been completed and put into use since mid-2020. The HH1-HH2 Dong Quoc Binh Apartment Construction Project with a scale of 28 floors and above 1,000 apartments will be completed in 2022.
For the Hoang Huy Commerce Project, which was implemented on the land that the city paid for the investor when building apartment buildings HH3-HH4 in Dong Quoc Binh ward, with an area of 2.6 hectares, the value of the land payment was nearly 700 billion VND. The project is located on Vo Nguyen Giap street, which is the main gateway to the south of the city, connecting to the Hai Phong - Hanoi highway, along with many modern projects that have been built, which are: Aeon Mall Hai Phong Le Chan Commercial Center; Vinhomes Marina Hai Phong urban area; Nikko Hotel Hai Phong.
This project, once completed, will make an important contribution to urban modernization; Providing city residents with a significant housing fund, with modern space and furniture, along with a service and utility system that meets international standards; will be one of the architectural highlights, contributing to building Hai Phong urban area into a civilized and modern city.
On behalf of the city leaders, the Chairman of the City People's Committee acknowledged and appreciated the Investor as well as the close coordination of the city's departments, agencies and branches, for many efforts in implementing the program to build new apartments, replace old apartments and complete the procedures of this Project. At the same time, we acknowledge the support of organizations and households who soon handed over the site for project implementation, along with the efforts of Le Chan district, in compensation and site clearance.
For the project and construction to be highly effective, the Chairman of the City People's Committee recommends: The investor along with construction contractors concentrate human and material resources to execute the project to ensure progress; Save investment costs to reduce apartment selling prices. At the same time, ensuring quality, technique and aesthetics, especially ensuring absolute labor safety; strive to inaugurate the project on May 13, 2023. The Department of Construction and People's Committee of Le Chan district continue to create conditions and support the Investor during the implementation of the Project; especially ensuring security and order during construction works.
